Book excerpt: This report provides estimates of generic costs for the management, disposal, and surveillance of various waste types, from the time they are generated to the end of their institutional control. Costs include monitoring and surveillance costs required after waste disposal. Available data on costs for the treatment, storage, disposal, and transportation of spent nuclear fuel and high-level radioactive, low-level radioactive, transuranic radioactive, hazardous, mixed (low-level radioactive plus hazardous), and sanitary wastes are presented. The costs cover all major elements that contribute to the total system life-cycle (i.e., ''cradle to grave'') cost for each waste type. This total cost is the sum of fixed and variable cost components. Variable costs are affected by operating rates and throughput capacities and vary in direct proportion to changes in the level of activity. Fixed costs remain constant regardless of changes in the amount of waste, operating rates, or throughput capacities. Key factors that influence cost, such as the size and throughput capacity of facilities, are identified. In many cases, ranges of values for the key variables are presented. For some waste types, the planned or estimated costs for storage and disposal, projected to the year 2000, are presented as graphics.

The publication is applicable to all waste categories and both near surface and geological disposal. It contains relevant examples and case studies from national programmes. Book excerpt: This report summarizes the bottoms-up cost estimates for fabrication of high-level radioactive waste disposal containers based on the Site Characterization Plan Conceptual Design (SCP-CD). These estimates were acquired by Babcock and Wilcox (B & S) under sub-contract to Lawrence Livermore National Laboratory (LLNL) for the Yucca Mountain Site Characterization Project (YMP). The estimates were obtained for two leading container candidate materials (Alloy 825 and CDA 715), and from other three vendors who were selected from a list of twenty solicited. Three types of container designs were analyzed that represent containers for spent fuel, and for vitrified high-level waste (HLW). The container internal structures were assumed to be AISI-304 stainless steel in all cases, with an annual production rate of 750 containers. Subjective techniques were used for estimating QA/QC costs based on vendor experience and the specifications derived for the LLNL-YMP Quality Assurance program. In addition, an independent QA/QC analysis is reported which was prepared by Kasier Engineering. Based on the cost estimates developed, LLNL recommends that values of $825K and $62K be used for the 1991 TSLCC for the spent fuel and HLW containers, respectively. These numbers represent the most conservative among the three vendors, and are for the high-nickel anstenitic steel (Alloy 825). 6 refs., 7 figs.

Impacts in this analysis are measured in terms of risk to public health and safety. Since it is difficult to project the status of the nuclear industry to the time of repository operation - 20 to 50 years in the future - particular emphasis in the paper is placed on the evaluation of uncertainties. The first part of this paper briefly describes the characteristics of the waste that must be transported to a high-level waste disposal site. This discussion is followed by a section describing the characteristics of the waste transport system. Subsequent sections describe the costs and risk assessments of waste transport. Finally, in a concluding section, the effect of the uncertainties in the definition of the waste disposal system on cost and risk levels is evaluated. This last section also provides some perspectives on the magnitude of the cost and risk levels relative to other comparable costs and risks generally encountered. 13 references, 2 figures, 16 tables.
