Book excerpt: This book assembles main contributions to an alternative explanation of globalisation and the political economic structures of the international system. As the result of capitalism, globalisation does not transfer basic capitalist structures from the Centre to the Periphery. Capitalism is based on rising mass incomes that create investment opportunities and, thus, the possibility of profit. A structurally homogeneous and ultraimperialist Centre dominates a deeply fissured Periphery of structurally heterogeneous societies and economies. Capitalism penetrates underdeveloped regions and deforms them through rent, which obstructs expanding internal mass markets while labour goes unempowered. Rent constitutes the basis for state operations and the role of emerging state classes. While globalisation disempowers labour in both the West and in the South, it has given new comparative advantage to the South. The shift from rent appropriation in the South via raw material exports to export-led manufacturing is based on devaluation below purchasing power parity and, hence, on a rent from agriculture that is based on the Green Revolution. Its impact is, however, not always sufficient to compensate for the loss of influence experienced by social reformist forces. A novel multipolar system based on the balance power has emerged. Mutliethnic empires are held together with large varieties of however always identitarian ideologies. This global system is composed of powers that are internally and externally opposed to peaceful change. Across the globe, there is an impending danger of globalisation of rent. She also demonstrates the increasing importance of financing constraints. The reduction in the availability of external finance and the restrictions on the type available places a serious limitation on the choice of trade policies and therefore on industrial and development strategies that can be pursued.

Between 1950 and 1980 alone, the per capita income gap between low-income and industrialized countries grew from $3,677 to $9,648. In addition, within the developing nations themselves, an ever-widening gap separates the rich from the poor. Other evidence suggests that middle-income countries may be gaining on the rich countries. Some research shows that the gap in education and health is narrowing rather rapidly, and studies of domestic inequality have revealed that growth with equity has occurred in a number of developing nations that have committed themselves to such a policy. This volume presents the evidence for both sides of the debate. It begins by stating the conventional wisdom–that international and internal gaps are widening–and goes on to examine the major explanations offered, which focus on culture, urban bias, dependency, and world-system analysis. The book then presents empirical studies on the existence and causes of the gap, as well as key case studies that challenge the conventional wisdom. Unique in its objectivity, this text does not seek to serve either side of the debate, but instead draws upon the best research in the field to highlight major issues and to present studies that have subjected the differing perspectives to rigorous empirical analysis. It will prove especially useful in courses on Third World development, political economy, comparative politics, development economics, the sociology of development, and related topics.

En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

In the process of awareness of the objective reality arise certain concepts through which man fixate and express the proprieties, characteristics and links of the objects and phenomena’s of the outside world. The concepts that reflect the most important aspects, links and or characteristics of a field of phenomena’s constitute its categories. Each science possesses its own categories. In the case of the field of Theory of underdevelopment its categories arise during the first postwar period. After the Second World War, in publications of the United Nations began the utilization of the category underdeveloped to designate the specific-historical reality of the peripheral countries linked to the capitalist system. It was expressed, with this category, the set of properties, characteristics, links and relationships, generally-essential and specific, of the new phenomena that reached in the process of its evolution the point of its full maturity. It was the way, to say it in a different manner, that the thought was taking ownership of this new historical reality. To such a point did society become aware of the underdevelopment that innumerable dependencies arose state, international, academically and university wide by those overseeing the phenomenon.
