Action research looked at damage assessments related to disaster events and answered these questions: (a) Who will conduct the immediate damage assessment for the Zion Fire and Rescue Department? (b) What are the components needed for submission to the Lake County Emergency Management Agency that should be included as part of the damage assessment procedure? (c) When will the immediate damage assessment be completed? and (d) How will the data be collected and analyzed? Natural and man-made disasters often occur suddenly and without warning.

Book excerpt: The problem was that Plant City Fire Rescue (PCFR) does not have a damage assessment procedure. The lack of a damage assessment procedure has delayed state and federal assistance for recovery after a natural disaster. The purpose of this applied research project (ARP) was to develop a damage assessment procedure for Plant City Fire Rescue (PCFR). Action methodology was used to guide the study. The research questions were: (a) What components shall be used in the development of a damage assessment plan? (b) Is there a local, state, or national procedure in place to conduct damage assessment? (c) Do other fire service agencies in Florida conduct damage assessment? (d) What software is available to assist in documenting damage assessment? The procedures used to collect the data were: A personal interview was conducted with an expert in the emergency management industry. One external survey was designed to determine if Florida fire departments conduct damage assessment. The results determined that it is essential that PCFR have an initial damage assessment procedure to utilize after a natural disaster. The use of software was being used by agencies when collecting damage assessment data. An SOP was drafted considering all relevant components identified within the results. The SOP will provide guidance for PCFR personnel to effectively conduct initial damage assessment. The SOP draft should be reviewed prior to implementation along with all PCFR personnel trained to conduct initial damage assessment.
