The first paper reviews numerous past literatures on how land-use regulation, agricultural subsidies, and use-value assessment method affect land values. The second paper uses a theoretical model to analyze how imposing minimum-lot-size zoning and different designs of minimum-lot-size zoning policies affects land value. The third papers use land data from Oregon to investigate the price effect of minimum-lot-size zoning and potential impact of Measure 37 and 49. The first essay reviews an extensive collection of literature from most major applied economics journals in recent years. These past studies attempted to investigate the impacts of various land use policies, including minimum-lot-size zoning, open space protection, wetland conservation, etc. These studies demonstrate how land use policies might affect residents' land consumption, social welfare, land markets, local government finance, and urban development patterns. Various econometric and mathematical models have been used to overcome problems related to modeling and data, such as spatial correlation. The objective of the second essay is to investigate the effect of the minimum-lot-size zoning on land values versus the value of individual exemptions from the regulations. The study first assumes all residents live in a monocentric city and have the same income constraints, and then assumes that there are two income groups living in the monocentric city. Minimum-lot-size zoning is applied to the periphery of the city. As stated in the study by Jaeger and Plantinga (special report, June 2007), distinguishing between two concepts - the change in property value due to regulation and the value to a landowner of an individual exemption to a regulation - is important to estimate the potential impact of Measure 37 and 49. Therefore, this study will explore both cases: 1) the removal of minimum-lot-size zoning from all parcels, and 2) having a single parcel exempted from zoning. Both open-city and closed-city scenarios will be considered. The comparative statics will show how the zoning policy influences urban land values. In addition, a simulation will help to demonstrate the impact of policy changes. The third essay uses the two-stage hedonic model to estimate the demand for lot size. The first stage estimation allows us to estimate the marginal impact of zoning policies, while the second stage estimation is used to investigate how land values are affected by the non-marginal change in zoning policies, such as the elimination of zoning or changes related to Measure 37. In the first stage estimation, the zoning policy is assumed to have two conflicting impacts on the land value; the regulation reduces development opportunities while it also may provide more environmental benefits. In the empirical model, four Oregon counties are considered as separate land markets, and the distribution of consumers' tastes are assumed to be the same across the counties. This provides a tool for solving the identification problem in the second stage estimation.

The first paper focuses on the environmental impacts of land use and their implications for the design on water quality trading policies. The second and third papers address local land use regulations and their impact on land values and land use patterns. The first paper provides a national-scale, watershed-level assessment of land use impacts on water quality and aquatic ecosystems in the United States. The results suggest that the level of conventional water pollution in a watershed is significantly affected by the amount of land allocated to intensive agriculture and urban development, while the level of toxic water pollution is significantly affected by the amount of land allocated to transportation and mining. Implications of the results for the design and implementation of water quality trading policies are discussed. The second paper develops an empirical framework to conduct an exploratory analysis of effects of land use regulations on land values and land use patterns in a GIS-based landscape near Eugene, Oregon. All the land use regulations considered in this study, including exclusive farm use zoning, forest zoning, urban growth boundary designation, residential density zoning, commercial zoning, and industrial zoning, are found to affect land value and use both inside and outside of the designated zones. While there are many issues this framework does not address, preliminary results indicate that regulations (except commercial zoning) tend to increase the value of land outside the designated zones, but reduce the value of land inside the designated zones. The framework is applied to measure the reduction in value due to regulations vs. the value of individual exemptions at the parcel level to illuminate the controversy surrounding Oregon's Measure 37. The reductions in value due to regulations are found to be considerably smaller than the values of individual exemptions for almost all regulations contested in the Measure 37 claims. The third paper evaluates the efficiency of the current system of land use regulation, analyzes the possible changes to the regulatory structure, and studies the role of spatial and temporal interaction among neighboring land uses.

The Economics of Zoning Laws is the first book to apply the modern economic theory of property rights to all major aspects of zoning. Zoning laws are neither irrational constrints on otherwise efficient markets nor disinterested attempts to correct market failure. Rather, zoning must be viewed as a collective property right, vested in local governments and administered by politicians who rationally repsond to their constituents and to developers as markets for development rights arise. The Economics of Zoning Laws develops the economic theories of property rights and public choice and applies them to three zoning controversies: the siting of a large industrial plant, the exclusionary zoning of the suburbs, and the constitutional protection of propery owners from excessive regulation. Economic and legal theory, William Fischel contends, suggest that payment of damages under the taking clause of the Constitution may provide the most effective remedy for excessive zoning regulations.

Book excerpt: These essays contribute towards our understanding of the economics of space. This dissertation is composed of three chapters. Chapter one--Is the rent too high? Aggregate implications of local land- use regulation: Highly productive U.S. cities are characterized by high housing prices, low housing stock growth, and restrictive land-use regulations (e.g., San Francisco). While new residents would benefit from housing stock growth due to higher incomes or shorter commutes, existing residents justify strict local land-use regulations on the grounds of congestion and other costs of further development. This paper assesses the welfare implications of these local regulations for income, congestion, and urban sprawl within a general equilibrium model with endogenous regulation. In the model, households choose from locations that vary exogenously by productivity and endogenously according to local externalities of congestion and sharing. Existing residents address these externalities by voting for regulations that limit local housing density. In equilibrium, these regulations bind and house prices compensate for differences across locations. Relative to the planner's optimum, the decentralized model generates spatial misallocation whereby high-productivity locations are settled at too-low densities. The model admits a straightforward calibration based on observed population density, expenditure shares on consumption and local services, and local incomes. Welfare and GDP would be 1.4% and 2.1% higher, respectively, under the planner??E s allocation. Abolishing zoning regulations entirely would increase GDP by 6%, but lower welfare by 5.9% due to greater congestion. Chapter two--The impact of emerging climate risks on urban real estate price dynamics: In the typical asset market, an asset featuring uninsurable idiosyn- cratic risk must offer a higher rate of return to compensate risk-averse investors. A home offers a standard asset's risk and return opportunities, but it also bundles access to its city's amenities??E and to its climate risks. As climate change research reveals the true nature of these risks, how does the equilibrium real estate pricing gradient change when households can sort into different cities? When the population is homogeneous, the real estate pricing gradient instantly reflects the "new news". With population heterogene- ity, an event study research design will underestimate the valuation of climate risk for households in low-risk cities while overestimating the valuation of households in high-risk areas. Chapter three--Entrepreneurship, Information, and Growth: We examine the contribution to economic growth of entrepreneurial marketplace information within a regional endogenous growth framework. Entrepreneurs are posited to provide an input to economic growth through the information revealed by their successes and failures. We empirically identify this information source with the regional variation in establishment births and deaths. To account for the potential endogeneity caused by forward-looking entrepreneurs, we utilize instruments based on historic mining activity. We find that the information spillover component of local establishment birth and death rates have significant positive effects on subsequent entrepreneurship and employment growth for U.S. counties and metropolitan areas. Book excerpt: This dissertation is composed of three chapters that explore different issues within urban economics. The first two, jointly authored with Ditte Lyngemark from the Kraks Fond Institute for Urban Economic Research, focus on the spatial organization of firms, while the third one studies different effects of land use regulations within cities. The first chapter studies the spatial structure of firms by considering the location and occupational composition of establishments within firms. Using Danish employer-employee data, we document that the average number of establishments per firm increased by 36% between 1981 and 2016. Moreover, the average distance of establishments and workers to their headquarters (HQ) increased by more than 200%. These changes are mainly driven by the decentralization of production and business services. Finally, HQ establishments have become more manager intensive, despite increasing wages in their locations. The second chapter investigates the forces governing the previous facts, especially the roles of regional wage differences and communication costs. Our study proceeds theoretically and empirically, concluding with the first structural analysis of this issue. Using immigration shocks as the source of identifying variation, our estimates indicate that increases in the wage of managers at HQ relative to non-HQ explain 50% of the increase in HQ managerial intensity. Increasing demand for headquarter services as satellite establishments become larger is the main mechanism behind this effect. Wider wage gaps across locations also lead to more establishments per firm, and this effect strengthens as communication costs fall. In the last chapter, I study the incidence and general equilibrium effects of land use regulations. I use detailed geographic data for Chicago in 2016, together with a quantitative model with worker heterogeneity and real estate developers facing regulations. For identification, I use the 1923 Zoning Ordinance. I find that an increase of 10 percentage points in the share of residential zoning in a location leads to a 1% decrease in housing prices, a 15% decrease in wages and a 2.5% increase in amenities. I find that more residential and mixed-use zoning lead to welfare gains for both types of residents, but increase welfare inequality.
