Book excerpt: Consisting of three essays, this dissertation studies repeated bargaining games in which current bargaining outcomes determine players' future bargaining power. The first essay examines the combined effect of endogenous proposal and voting power by letting the players' recognition probability and voting weights evolve over time proportional to their share in the earlier bargaining outcome. The results emphasize the initial power distribution and players' farsightedness. I find that if all players are sufficiently farsighted, there is no transition from non-dictatorship to dictatorship. Unless the initial state is dictatorial, the political system reaches an oligarchic state where two players divide the power and resources equally, and the composition of this oligarchy does not change over time. The second essay studies a repeated bargaining game in which players' subsequent voting weights depend on the previous bargaining outcome with equal proposal power being guaranteed for all players every period. I show that when players mobilize present resources to gain greater voting power but do not control proposal rights, ultimate tyranny and ultimate oligarchy are the long-run outcomes. As in the first essay, players' farsightedness and initial distribution of resources and power determine which outcome prevails in the long run. The third essay investigates the effect of endogenous proposal power, keeping the principle of "one man, one vote''. I show that when players buy agenda-setting power using current resources but still cannot deny other players' voting rights, there emerges a permanent tyrant.

Book excerpt: This research uses theory and experiments to explore questions related to a legislature in which representatives with heterogeneous preferences divide a fixed budget between a public good and pork projects (local public goods). The dissertation is organized into two chapters. The first chapter examines the incentives of voters to vote strategically when selecting representatives for the legislature. It asks under what conditions strategic delegation, that is voting for a representative with different preferences from one's own, is optimal. Using the underlying bargaining model in Volden and Wiseman (2007), we show that voters have an incentive to strategically delegate to affect how the budget is divided at the legislative level. Contrary to the existing literature, the incentives for strategic delegation exist to direct more money to the public good and less to pork projects. In equilibrium there are at least as many representatives as districts that favor the public good. The paper also shows that the positive externalities associated with increased public goods contributions increase expected social welfare. An extension to the case of more than one representative per district is considered. The second chapter reports the results of a laboratory experiment designed to investigate hypotheses about the way spending on pork facilitates public good provision in a legislative bargaining environment when preferences are heterogeneous (Volden and Wiseman, 2007). Contrary to the model's predictions, players favoring the public good often need no pork to pass heavily funded public goods proposals even when these players are in the minority. However, when they include pork in a proposal, proposers use amounts that closely coincide with the theory. Proposers preferring pork also deviate from the model when in the majority and offer predominantly minimum-winning coalitions that fund only pork and no public goods. Fairness concerns, reciprocal voting, and reference points are shown to partially explain these results. Reference points often induce players to hold out for higher payoffs than can be justified by their continuation value for the game and change depending on the preferences of the proposer. One implication is that in a handful of instances this can actually initiate more spending on pork and less on the public good than predicted by the theory as the votes of players preferring pork are less costly to attain.

Book excerpt: Abstract: This dissertation discuss outcome of bargaining game in the presence of a veto player. The essays experimentally analyze the outcome of bargaining game in the presence of veto players. The first essay experimentally examines the veto power -- the right to unilaterally block decisions but without the ability to unilaterally secure their preferred outcome-in committee bargaining. I consider Winter (1996) for two cases: urgent committees where available total share is discounted by a half between stages i.e. discount factor, [delta] =.50, and non-urgent committees where available total share is discounted by 5% between stages i.e. [delta] =.95. Our experimental outcomes show an efficiency loss in some non-urgent cases and higher tendency to propose minimum winning coalitions by veto players, both of which are silent in the theory. I also identify substantial advantages in the share of veto players and proposers, qualitatively identical to the theory that veto power in conjunction with proposer power generates excessive power for the veto player. I relate our results to the theoretical literature on the impact of veto power as well as concerns about the impact of veto power in real-life committees. The second essay discusses the voting patterns of veto and control games in the first essay. This focuses on the following analyses. First, this examines the stochastic dominance in the empirical cumulative density functions of shares accepted among veto, non-veto, and control players. Second, the voting patterns of the three-type players are discussed in the random effect probit model. As a last, voting patterns using random effect probit model is discussed inside veto games in order to examine how the voters respond to proposals across different types of proposers.

Anticipating the creation of the Permanent Court of International Justice and the League of Nations by a good 75 years, Ladd proposed an international "congress with legislative powers" that worked with a court that enforced its laws and settled international disputes. It became a central text for American peace organizations and participants in international law conferences, and did much to persuade Americans to accept the idea of an international peace organization. It was also distributed widely in Europe, where it was well-received. Ladd [1778-1841], a scholar and philanthropist, was the president of the American Peace Society. His essay was a contribution to a collection published by his society entitled Prize Essays on a Congress of Nations, For the Adjustment of International Disputes, And for the Promotion of Universal Peace Without Resort to Arms (1840).
