Book excerpt: Using market prices for tax and expenditure claims, and market valuations of liability positions I find that the market values of equity are highly correlated with the book values. The negative equity position-in terms of book and market values-for some local governments suggests the presence of implicit insurance by state and federal governments. In the second chapter I utilize quasi-experimental variation in Connecticut to causally estimate the policy response of local governments and the migration response of residents to a large fiscal shock. I find that local governments adjust tax rates to maintain stable tax revenues; there is no change in public employment levels and limited adjustments of public services. The micro data on people's location further allows me to causally estimate the migration elasticity to a change in property tax rates. I find evidence of inter-state migration in response to an increase in property tax rates; and no statistically significant response of intra-state migration.

I study whether changes in local tax levels impact alternative sources of revenue, how tax changes to fund school facilities affect property values, and how tax limits should be set to maximize the welfare of voters. In the first essay, I study private donations to public school districts, which while primarily publicly funded government entities, most districts receive. I estimate how local school taxes crowd out private, voluntary contributions to public education. To do this, I exploit quasi-experimental variation in tax revenue stemming from local elections. I collect data from a large set of referenda in which local taxes face voter approval in four Midwestern states, combined with administrative records of the sources of school district revenues. Using a regression discontinuity design around voting thresholds that determine passage of local referenda, I show that private contributions to public school systems are not crowded out by local taxes. The second essay uses variation in school facilities from local elections to approve capital investment to study whether improved school facilities change the property values of homes in Ohio. These elections allow me to use a regression discontinuity design around the voting threshold that allows school boards to issue bonds. I find no evidence that that is the case in Ohio, in contrast to other researcher's work in California. The third essay, which is joint work with Stephen Coate, studies the optimal design of fiscal limits, a common feature in local public finance, in the context of a simple political economy model. The model features a single politician and a representative voter. The politician is responsible for choosing the level of taxation for the voter but is biased in favor of higher taxes. The voter sets a tax limit before his/her preferred level of taxation is fully known. The novel feature of the model is that the limit can be overridden, with the voter's approval. The paper solves for the optimal limit and explores how it depends upon the degree of politician bias and the nature of the uncertainty concerning the voter's preferred level of taxation. ...

Book excerpt: In fiscal year 1981-82, state and local government spending actually exceeded federal nondefense spending. However, past research in public finance has focused on federal spending and policies and paid little attention to the economic problems of state and local governments. Studies in State and Local Public Finance goes far in correcting this omission. Developed from a National Bureau of Economic Research conference on state and local financing, the volume includes papers summarizing and extending recent research as well as commentaries. Covering a wide range of topics, the papers share an empirical orientation and a concern with policy issues. The first two papers look at the role of tax-exempt bonds in local public finance. Their findings suggest that tax policies significantly affect municipal borrowing practices and that financial advantage can be achieved under certain of these practices. Other papers address specific issues related to state and local tax policy: the impact of local taxes on location decisions; efficient road-use charges for trucks; and the relation of income and general sales tax systems over time. Examining issues related to United States federalism, the last paper focuses on the impact of federal grant aid to states. The research and findings these papers report make an important contribution to the study of local public finance and should be of particular interest to policymakers and those involved in private and public financing at the local, state, or federal level.
