Book excerpt: Since the advent of the reign of Mohammed VI in 1999, Morocco has deployed a new continental foreign policy. The Kingdom aspires to be recognized as an emerging African power in its identity as well as in its space of projection. In order to meet these ambitions, the diplomatic apparatus is developing and modernizing, while a singular role identity is emerging around the notion of the "golden mean". This study presents, on an empirical level, the conditions of the elaboration and conduct of this Africa policy, and analyzes, on a theoretical level, the evolution of the Moroccan role identity in the international system.

Book excerpt: In recent years, large-scale housing and resettlement projects have experienced a renaissance in many developing countries and are increasingly shaping new urban peripheries. One prominent example is Morocco's Villes Sans Bidonville (cities without shantytowns) programme that aims at eradicating all shantytowns in Morocco by resettling its population to apartment blocks at the urban peripheries. Analysing the specific resettlement project of Karyan Central, a 90-year-old shantytown in Casablanca, this book sheds light on both process and outcome of resettlement from the perspective of affected people. It draws on rich empirical data from a structure household survey (n=871), qualitative interviews with different stakeholder, document analysis, and non-participant observation gathered during four months of field research. The author emphasises that the VSB programme, although formally part of anti-poverty and urban inclusion policies, puts primary focus on the clearance of the shantytown. Largely based on ill-informed policy assumptions, stigmatisation, rent-seeking, and opaque implementation practices, the VSB programme interpreted adequate housing in a narrow sense. By showing how social interactions, employment patterns, and access to urban functions have changed because of resettlement, the book provides sound empirical evidence that housing means more than four walls and a roof.

This perspective helps to overcome the still predominant Western-centric research view that artificially divide the world into ‘receiving’ and ‘sending’ countries and largely disregards the dynamics of and experiences with migration in countries in the Global South. It radically reverses the official version of the history of world cities as narrated during decades: slums are not at the margin of the contemporary process of urbanization; they are an integral part of it. Taking slums as its central focus and regarding them as symptomatic of the ongoing transformations of the city, the book moves to the very heart of the problem in urban planning. The book presents 16 case studies that form the basis for a theory of the slum and a concrete development manual for the slum. The interdisciplinary approach to analysing slums presented in this volume enables researchers to look at social and economic dimensions as well as at the constructive and spatial aspects of slums. Both at the scientific and the pedagogical level, it allows one to recognize the efforts of the slum’s residents, key players in the past, and present development of their neighborhoods, and to challenge public and private stakeholders on priorities decided in urban planning, and their mismatches when compared to the findings of experts and the demands of users. Whether one is a planner, an architect, a developer or simply an inhabitant of an emerging city, the presence of slums in one’s environment – at the same time central and nonetheless incongruous – makes a person ask questions. Today, it is out of the question to be satisfied with the assumption of the marginality of slums, or of the incongruous nature of their existence. Slums are now fully part of the urban landscape, contributing to the identity and the urbanism of cities and their stakeholders.

Book excerpt: How political incivility broadcast in close-up by the media affects public opinion Americans are disgusted with watching politicians screaming and yelling at one another on television. But does all the noise really make a difference? Drawing on numerous studies, Diana Mutz provides the first comprehensive look at the consequences of in-your-face politics. Her book contradicts the conventional wisdom by documenting both the benefits and the drawbacks of in-your-face media. "In-your-face" politics refers to both the level of incivility and the up-close and personal way that we experience political conflict on television. Just as actual physical closeness intensifies people's emotional reactions to others, the appearance of closeness on a video screen has similar effects. We tend to keep our distance from those with whom we disagree. Modern media, however, puts those we dislike in our faces in a way that intensifies our negative reactions. Mutz finds that incivility is particularly detrimental to facilitating respect for oppositional political viewpoints and to citizens' levels of trust in politicians and the political process. On the positive side, incivility and close-up camera perspectives contribute to making politics more physiologically arousing and entertaining to viewers. This encourages more attention to political programs, stimulates recall of the content, and encourages people to relay content to others. In the end, In-Your-Face Politics demonstrates why political incivility is not easily dismissed as a disservice to democracy—it may even be a necessity in an age with so much competition for citizens' attention.
