El Salvador was a deeply controversial issue in American society and divided Congress and the public into left and right. Relying on thousands of archival documents as well as interviews with participants on both sides of the war, The Salvador Option offers a thorough and fair-minded interpretation of the available evidence. If success is defined narrowly, there is little question that the Salvador Option achieved its Cold War strategic objectives of checking communism. Much more difficult, however, is to determine what human price this 'success' entailed - a toll suffered almost entirely by Salvadorans in this brutal civil war.

Book excerpt: This edition of the "Inter-American Yearbook on Human Rights," like the volumes that precede it, includes information concerning the activities of the Organization of American States in the promotion and protection of human rights. It begins with the composition of the Commission and Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions and reports by the Commission and historic correspondences and decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the "Velasquez Rodriguez" case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. The "Inter-American Yearbook on Human Rights" is completely bilingual (English and Spanish).

Intelligent, charismatic and above all wealthy, he had nothing to gain--and a great deal to lose--by courting revolution. Yet this young man with all the advantages did just that. Impressed by the poverty and miserable existence of the rural population, Alvarez set about making a change. He spent most of his adult life working for reform within the constraints of the existing system, serving as minister of agriculture under three governments. He turned his own ranch, El Jobo, into a successful workers' cooperative to convince the ruling class that agrarian reform was possible and even profitable. In the end, however, he found that fundamental change was simply beyond the reach of such efforts. Embracing armed struggle as a last resort, he ultimately became one of the revolution's first casualties. Centering on El Salvador's political landscape, this biography details the life of one of the nation's little known revolutionaries. The body examines the motivations behind Alvarez's choice to become a traitor to his class and embrace political reform, first through his work within the government itself and later as president of the Democratic Revolutionary Front (FDR), the country's primary radical movement. Through this lens, the work also describes El Salvador's political evolution, illuminating the country's internal situation during the 1970s and early 1980s. The government-condoned assassination of Alvarez and five of his FDR colleagues in November 1980 ended the last hope of avoiding an armed conflict. Within two months of the assassinations, El Salvador was plunged into a civil war that would last for the next 11 years. Other than a few official legal documents, the work is compiled from interviews and testimony of those who knew Enrique Alvarez Cordova, thus providing a contemporary, firsthand perspective. Along with the violence came a new lexicon that traveled from person to person, across rivers and borders—wherever it was needed to explain the horrors taking place. From personal interviews, media accounts, and conversations on the street, Julián Cardona and Alice Leora Briggs have collected the words and slang that make up the brutal language of Juárez, creating a glossary that serves as a linguistic portrait of the city and its violence.
