Book excerpt: This study focuses on evaluating (1) the accuracy of the Federal Crop Insurance Corporation's (FCIC's) independent price forecasts, (2) the effect that inaccuracies in these forecasts can have on program costs, and (3) how FCIC can improve its forecast accuracy. We found that FCIC's corn, wheat, and soybeans price forecasts exhibit large bias errors that exceed those of other available alternative forecasts and that FCIC would have spent about $194 million less than it did if it had used the forecasts made by the World Agricultural Outlook Board (WAOB) over crop years 1983 to 1989. We identified other forecasting and program cost issues that we believe affect the actuarial soundness of the program. These include (1) forecasts being made earlier in the crop year than necessary, thus leading to potentially larger errors; (2) the lack of an effective management process to evaluate forecast accuracy and methods; (3) the failure to adjust national program price selection options when information on local price variations can be used; and (4) the failure to deduct harvest costs when total crop losses occur. FCIC is a wholly government-owned corporation offering limited protection for participating farmers against unavoidable losses caused by natural risks, such as drought, flood, insect infestation, and other natural disasters. All farmers are eligible to participate if an insurance program exists for their crop in their county.

Book excerpt: The National Agricultural Statistics Service (NASS) is the primary statistical data collection agency within the U.S. Department of Agriculture (USDA). NASS conducts hundreds of surveys each year and prepares reports covering virtually every aspect of U.S. agriculture. Among the small-area estimates produced by NASS are county-level estimates for crops (planted acres, harvested acres, production, and yield by commodity) and for cash rental rates for irrigated cropland, nonirrigated cropland, and permanent pastureland. Key users of these county-level estimates include USDA's Farm Services Agency (FSA) and Risk Management Agency (RMA), which use the estimates as part of their processes for distributing farm subsidies and providing farm insurance, respectively. Improving Crop Estimates by Integrating Multiple Data Sources assesses county-level crop and cash rents estimates, and offers recommendations on methods for integrating data sources to provide more precise county-level estimates of acreage and yield for major crops and of cash rents by land use. This report considers technical issues involved in using the available data sources, such as methods for integrating the data, the assumptions underpinning the use of each source, the robustness of the resulting estimates, and the properties of desirable estimates of uncertainty.

Book excerpt: Agricultural, natural resource, and environmental problems are becom ing increasingly interdependent. For example, soil erosion is largely determined by agricultural land use. Both water use and water con tamination depend on land use and technology choice in agriculture. In many areas, the fertilizers and pesticides used in agriculture are ma jor pollutants of ground and surface water, having adverse effects on drinking water and fisheries. Agricultural pollutants such as pesticides also produce adverse health effects for agricultural workers and the consuming public. On the other hand, the availability of water resources and the value of competing land uses influence agricultural production. Additionally, regional air quality problems may affect crops and global environmental trends may have long-term implica tions for farming. Agriculture, natural resources and environmental quality are all heavily regulated in the U. S. , but they are done so by a vast array of competing or unrelated agencies within the U. S. Departments of Agriculture, Interior, and Commerce, the Environmental Protection Agency; and numerous state agencies. Considering the large number of bureaucratically remote public agencies involved and the pervasive in terdependencies between agriculture, natural resources and the environ ment, policies develop which are at best uncoordinated and at worst conflicting and counterproductive. These policies have become sources of controversy as different interest groups struggle to affect their im plementation, as different agencies have fought for administrative con trol and as legislative bodies have attempted to enact piecemeal changes.
