Because policies concerning the compensation of these employees rest on assumptions about the economic dynamics of the public sector, the issue of public sector employment is of vital importance in the analysis of the national economy. In Public Sector Payrolls, leading economists explore the independent and interdependent functioning of the public and private sectors and their effect on the economy as a whole. The volume, developed from a 1984 National Bureau of Economic Research conference, focuses on various labor issues in military and other governmental employment. Several contributors discuss compensation in the armed forces and its relationship to that in the private sector, as well as the interaction between the military and the private sector in the employment of youth. This latter is of particular interest because studies of youth employment have generally ignored the important influence of military hiring practices on labor market conditions. In other contributions, the response of wages and employment in the public sector to economic conditions is analyzed, and a detailed study of government pension plans is presented. Book excerpt: In social science terms, the `Arctic' is a relative, not an absolute concept, relating to several dimensions, such as constitutional and geographic status, remoteness, socioeconomic status, and demographic/anthropological factors. There is only one sovereign state with all its territory situated in the Arctic (Iceland), but many other areas of the globe have shared characteristics (Alaska, Yukon, Northwest Territories, areas of Norway, Sweden and Finland north of the Polar Circle, Greenland, the Faroes). Remoteness has to do with distance from the centre as well as accessibility, transportation and communication. Socioeconomically, the Arctic is characterised by a low population density, a fragile natural environment, and overwhelming economic dependence on one or a few resources, often coupled with income transfer. Demographically, the region has a large number of indigenous peoples, heavy immigration from the South (albeit only seasonal), minority problems, immigrant majorities, high infant mortality, low expected lifespan. The present book is the first to present a large number of articles on the contemporary social, economic and political development in the Arctic, written by social scientists from Russia and the western world, many of whom live and conduct their research in the region. The book thus presents a much more complete picture of the modern world of the Arctic, offering a unique opportunity to compare what is happening in the different parts of the region.

Book excerpt: First class postage rates have risen from six cents in 1971 to 25 cents in 1988. This rapid increase might be justifiable if service had improved commen-surately, but in fact postal service has steadily deteriorated. The Postal Service concedes that it takes ten percent longer to deliver a first class letter than it did in the 1960s, and one recent postmaster general admits that delivery may have been more reliable in the 1920s. In this volume, Adie reviews the failures of the U.S. Postal Service - an inability to innovate, soaring labor costs, huge deficits, chronic inefficiency, and declining service standards. He blames most of these problems on the postal service's monopoly status. Competition produces efficiency and innovation; monopoly breeds inefficiency, high costs and stagnation. He also examines the experiences of other countries and other industries that may be valuable in prescribing reform for the postal service. The breakup of AT&T provides lessons that may be applied to postal reform. The long-run effects of deregulation on the airline industry are also examined. Since the postal service has serious union problems, Adie looks at the air traffic controllers' strike and other evidence on pay and labor relations in government unions. Finally, Adie examines the experiences of Canada and Great Britain with privatization of government companies. He then offers a comprehensive - and controversial - reform plan for the U.S. Postal Service, with no further monopoly privileges or taxpayer subsidies. He argues that private companies should be free to compete with the Postal Service, and it, in turn, should be free to compete in all phases of the communications business. Without privatization and deregulation, the Postal Service is doomed to continuing inefficiency, rising costs, worsening labor relations, and an increasing loss of customers to more innovative and efficient service providers. The thirteen chapters of this edited collection deal with major transformations of governance arrangements and state responsibilities in the countries of the OECD world. A unified conceptual and explanatory framework is used to describe trajectories of state change, to explain the internationalization or privatization of responsibilities in the resource, law, legitimacy and welfare dimensions of the democratic nation state, and to probe the state's role in the today's post-national constellation of political authority. As the contributions show, an unravelling of state authority has indeed occurred, but the state nevertheless continues to play a key role in emerging governance arrangements.
