Book excerpt: The Transportation Research Board (TRB) and the Division on Earth and Life Studies (DELS) have released the pre-publication version of TRB Special Report 290, The Potential Impacts of Climate Change on U.S. Transportation, which explores the consequences of climate change for U.S. transportation infrastructure and operations. The report provides an overview of the scientific consensus on the current and future climate changes of particular relevance to U.S. transportation, including the limits of present scientific understanding as to their precise timing, magnitude, and geographic location; identifies potential impacts on U.S. transportation and adaptation options; and offers recommendations for both research and actions that can be taken to prepare for climate change. The book also summarizes previous work on strategies for reducing transportation-related emissions of carbon dioxide--the primary greenhouse gas--that contribute to climate change. Five commissioned papers used by the committee to help develop the report, a summary of the report, and a National Academies press release associated with the report are available online. DELS, like TRB, is a division of the National Academies, which include the National Academy of Sciences, National Academy of Engineering, Institute of Medicine, and National Research Council.

The devastation caused by natural disasters such as the southern Asian tsunami, Hurricanes Katrina and Ike, and the earthquakes in China's Sichuan province, Haiti, and Chile—as well as the ongoing depletion and degradation of the world's natural resources caused by a burgeoning human population—have made it clear that "business as usual" is no longer sustainable. We need to find ways to improve how we live on this planet while minimizing our impact on it. Design for a Vulnerable Planet sounds a call for designers and planners to go beyond traditional concepts of sustainability toward innovative new design that fosters regeneration and resilience. Drawing on his own and others' experiences across three continents, Frederick Steiner advocates design practice grounded in ecology and democracy and informed by critical regionalism and reflection. He begins by establishing the foundation for a more ecological approach to planning and design, adopting a broad view of ecology as encompassing human and natural, urban and wild environments. Steiner explores precedents for human ecological design provided by architect Paul Cret, landscape architect Ian McHarg, and developer George Mitchell while discussing their planning for the University of Texas campus, the Lake Austin watershed, and The Woodlands. Steiner then focuses on emerging Texas urbanism and extends his discussion to broader considerations beyond the Lone Star State, including regionalism, urbanism, and landscape in China and Italy. The realities of the urban in the 21st century are increasingly complex and polychromatic. The rise of global networks enabled by supranational administrations, both governmental and corporate, strongly influences and structures the management of urban life. How we conceive the city region has intellectual and practical consequences. First, in helping us grasp rapidly changing realities; and second in facilitating the flow of resources, ideas and learning to enhance the quality of life of citizens. Two themes interweave through this collection, within this broad palette. First are the socio-spatial constructs and their relationship to the empirical evidence of change in the physical and functional aspects of urban form. Second is what they mean for the spatial scales of governance. This latter theme explores territorially based understandings of intervention and the changing set of political concerns in selected case studies. In efforts to address these issues and improve upon knowledge, this collection brings together international scholars building new data-driven, cross-disciplinary theories to create new images of the city region that may prove to supplement if not supplant old ones. The book illustrates the dialectical interplay of theory and fact, time and space, and spatial and institutional which expands on our intellectual grasp of the theoretical debates on ‘city-regions’ through ‘practical knowing’, citing examples from Europe, the United States, Australasia, and beyond.
