Book excerpt: Current and proposed Canadian onshore oil and gas drilling and production activities are reviewed with respect to their potential for environmental effects. Canadian petroleum geology and related hydrogeology are described to provide a framework for discussion of the impact of oil and gas drilling and recovery operations, including tar sands development, and waste disposal practices. Environmental legislation applicable to oil and gas industry activities is also reviewed. Major environmental concerns identified include the potential for soil and groundwater contamination by drilling fluids, solid wastes, chemical additives, oils and brines, produced sands, and liquid wastes. The potential for contamination depends on handling and disposal practices and the geologic and hydrogeologic characteristics of the drilling and production site. Although fairly comprehensive legislation is in place, its effectiveness in the long-term has not been assessed, and no specific legislation exists for in situ tar sands development. Areas where knowledge is lacking and research is required have been identified.

These findings and recommendations cover the following: the socio-economic impacts of the project, including employment opportunities, worker safety, and benefits to the economy; the impact of the environment (such as wind, weather, waves, and ice) on the project; environmental effects of the project, including those from offshore discharges, drilling waste, produced water, and oil spills; and monitoring of the effects of the project. Work carried out in the study consisted of consultations with scientists, regulators, & stakeholders; reviews of regulatory regimes; toxicity results relevant to exploratory activities; and development of a decision tree for determining when & how to conduct environmental effects monitoring (EEM). The study report first presents background on potential issues related to the environmental impacts of exploratory drilling, the characteristics of typical exploratory drill rigs & drilling muds, the regulatory regime in Canada & elsewhere, and the biological & other effects of drilling. It then summarizes EEM programs & their results for exploratory wells on the Scotian Shelf & Grand Banks; outlines EEM issues of concern for the Newfoundland & Nova Scotia offshore, and discusses issue similarities & differences between the two areas; and draws brief conclusions on the application of production EEM experience to exploratory drilling EEM. Finally, an EEM decision process based on three scenarios appropriate to the east coast is presented, along with recommended study designs to address the scenarios.
