An economy turns around the inverted U-shaped Environmental Kuznets Curve (EKC) when pollution is effectively dampened by social, political and economic factors as such economy grows. Thus, this study examines the EKC considering the impact of institutional quality on six variables of environmental pollution [carbon dioxide (CO2), Nitrous Oxide (N2O), Suspended Particulate Maters (SPM), Rainfall, Temperature and Total Green House Emission (TGH)] using the case of Nigeria. The EKC model includes population density, education expenditure, foreign direct investment, and gross domestic investment as control variables, and it was analysed using the Auto Regressive Distribution Lag (ARDL) econometric technique, which has not been applied in the literature on Nigeria. The results, inter alia, indicate that there is EKC for CO2 and SPM. This implies that the green growth objective can be pursued in Nigeria with concerted efforts. Other environmental pollution indicators did not exert significant influence on economic growth. Therefore, it is recommended that Nigeria's institutional quality be strengthened to limit environmental pollution in light of economic growth.

This view holds that pollution automatically increases until societies reach middle-income status because poor countries have neither the institutional capacity nor the political commitment necessary to regulate polluters. Some policymakers and researchers have cited this model (called the "environmental Kuznets curve," or EKC) when arguing that developing countries should "grow first, clean up later." However, new evidence suggests that the EKC model is misleading because it mistakenly assumes that strong environmental governance is not possible for poor countries. As the authors show in this paper, the empirical relationship between pollution and income becomes much weaker when measures of governance are added to the analysis. Their results also suggest that previous research has underestimated the effect of geographic vulnerability (climate and terrain factors) on air quality. The authors find that weak governance and geographic vulnerability alone can account for the crisis levels of air pollution in many developing country cities. When these factors are combined with income and population effects, the authors have a sufficient explanation for the fact that some cities already have air quality comparable to levels in OECD urban areas. To summarize, their results suggest that the maxim "grow first, clean up later" is too simplistic. Appropriate urban growth strategies can steer development toward cities with lower geographic vulnerability, and governance reform can reduce air pollution significantly, long before countries reach middle-income status. Action tends to be taken where there are generalized local costs and substantial private and social benefit. Trade, debt, and other macroeconomic policy variables seem to have little generalized effect on the environment.

The answer to this question used to be relatively clear. Government was to regulate the environmental performance of state and non-state actors, to set standards, impose charges, and establish more or less stringent criteria of acceptable behavior. With the increasing appearance of the issues of globalization and global governance in the political science literature, however, the focus has turned to the role of non-state actors. Academic research and the popular debate have identified business, non-governmental organizations (NGOs), and civil society as such as increasingly important and potentially powerful actors in the political arena. At the same time, some observers have proclaimed the influence of government to be declining. Others have argued that the role of government primarily is changing rather than declining. Those who adopt the latter perspective postulate that the new role for government in this changing political and socio-economic context is to set the framework for action. In this perspective, government is still of fundamental importance for the functioning of the society, the economy, and political decision-making, but its role is different in that government 'merely' provides the institutional framework facilitating desired outcomes.
