The context for the future of nuclear power as a viable energy source is illuminated by the current battle between economic growth and the harm created by burning fossil fuels. The status of the world's climate and projections for the disruptive effects of global warming on future populations, migration, economics, and world strife are debated against the backdrop of an increasing world population and the drive by developing nations to achieve economic parity with the industrialized nations. Within the context of increased world strife, the quest by nations to obtain nuclear weapons is also discussed. The steps taken by the world to limit nuclear weapons proliferation are examined with emphasis on potential links between nuclear power generation and access to nuclear weapons.The final chapter discusses the moral responsibility of current generations with respect to future generations, specifically, the applicability of "intergenerational equity" in political and social decision-making regarding the actions that add to global warming and those risk averse actions that can be taken to minimize global warming.

Book excerpt: In 1989 the Contracting Parties to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter (the London Convention 1972) requested that the IAEA undertake the preparation of a global inventory of radioactive materials entering the marine environment from all origins. The IAEA subsequently established a global inventory which included information officially reported in or obtained from open literature and confirmed by the countries involved, on (i) the dumping at sea of radioactive waste; and (ii) marine accidents and losses involving radioactive materials. The inventory is intended as a centralized information base against which the impact of specific sources of radioactive material entering the marine environment can be assessed and compared. In 2006 the IAEA received the request to update those inventories. The present publication includes additional information provided recently by some IAEA Member States and contracting parties to the London Convention 1972 and Protocol 1996 within a process of updating the inventory which concluded in 2014, together with the information contained in previous IAEA publications. A CD ROM provides tables, maps and a database with detailed information.

Book excerpt: While refurbishments for the long-term operation of nuclear power plants and for the lifetime extension of such plants have been widely pursued in recent years, the number of plants to be decommissioned is nonetheless expected to increase in future, particularly in the United States and Europe. It is thus important to understand the costs of decommissioning so as to develop coherent and cost-effective strategies, realistic cost estimates based on decommissioning plans from the outset of operations and mechanisms to ensure that future decommissioning expenses can be adequately covered. This study presents the results of an NEA review of the costs of decommissioning nuclear power plants and of overall funding practices adopted across NEA member countries. The study is based on the results of this NEA questionnaire, on actual decommissioning costs or estimates, and on plans for the establishment and management of decommissioning funds. Case studies are included to provide insight into decommissioning practices in a number of countries.

Book excerpt: In the late 1980s, the National Cancer Institute initiated an investigation of cancer risks in populations near 52 commercial nuclear power plants and 10 Department of Energy nuclear facilities (including research and nuclear weapons production facilities and one reprocessing plant) in the United States. The results of the NCI investigation were used a primary resource for communicating with the public about the cancer risks near the nuclear facilities. However, this study is now over 20 years old. The U.S. Nuclear Regulatory Commission requested that the National Academy of Sciences provide an updated assessment of cancer risks in populations near USNRC-licensed nuclear facilities that utilize or process uranium for the production of electricity. Analysis of Cancer Risks in Populations near Nuclear Facilities: Phase 1 focuses on identifying scientifically sound approaches for carrying out an assessment of cancer risks associated with living near a nuclear facility, judgments about the strengths and weaknesses of various statistical power, ability to assess potential confounding factors, possible biases, and required effort. The results from this Phase 1 study will be used to inform the design of cancer risk assessment, which will be carried out in Phase 2. This report is beneficial for the general public, communities near nuclear facilities, stakeholders, healthcare providers, policy makers, state and local officials, community leaders, and the media.
