Book excerpt: This book focuses on the global effects of land degradation, but emphasizes other important levels of land degradation: at the field level, it may result in reduced productivity; at the national level, it may cause flooding, and sedimentation; and, at the global level, it can contribute to climate changes, damaging bio-diversity, and international waters. The effects on climate changes are explored, and the report questions the extent to which land degradation on agricultural land, affects climate change. Does it increase emissions of greenhouse gases? Does it affect land's capacity to serve as a carbon sink? Can appropriate management enhance both land's productivity, and its capacity to store carbon? The carbon cycle in soils is analyzed, indicating land degradation is likely to reduce the ability of soils to serve as carbon sink, and release stored carbon into the atmosphere, and, bio-diversity effects are likely to be adverse. Global benefits of land degradation control, include afforestation, to allow increased carbon sequestration, and provide adequate bio-diversity habitats; and, community-based wildlife management, can provide alternatives to some marginal areas. Although integrating global dimensions into land degradation control projects, may reverse the field level, or national problems it is causing, difficulties and constraints will likely contribute to the failure of these projects.

NRCS's EQIP provides financial and technical assistance to landowners who voluntarily implement conservation practices on agricultural land or certain forestlands. The Food Security Act of 1985, as amended, states that one purpose of EQIP is to optimize environmental benefits. GAO was asked to review whether EQIP funds are targeted where they will deliver the greatest environmental benefit. This report examines the distribution of EQIP obligations for fiscal years 2009 through 2015 and the extent to which EQIP processes for allocating funding and selecting applications are sufficient to optimize environmental benefits. GAO reviewed NRCS documents, analyzed data for fiscal years 2009 through 2015 (the most recent data available), and interviewed NRCS officials.

Along with seeking environmental benefits, these programs have a goal of spreading conservation funding equitably across States. This study examines evidence of the impacts of the Regional Equity provision of the 2002 Farm Act, and explores the tradeoffs that can occur among conservation program goals when legislation gives primacy to fund allocation. The study found that cross-State shifts in funding reduced the acres receiving conservation treatment for many resource problems, but increased the net economic benefits from treatments on some of them. Some Federal conservation programs contain provisions that encourage participation by such ¿targeted¿ farmers. This report compares the natural resource characteristics, resource issues, and conservation treatment costs on farms operated by targeted farmers with those of other participants. Targeted farmers tend to operate more environmentally sensitive land than other farmers, have different conservation priorities, and receive different levels of payments. The different conservation priorities among types of farmers suggest that if a significantly larger proportion of targeted farmers participate in these programs, the programs¿ economic and environmental outcomes could change.
