The act defined the four units of Gateway, (three in New York and one in New Jersey); provided for land acquisition; and established the Gateway Advisory Commission. The recreation area has been the subject of a large-scale planning effort which began in 1975 and culminated in August 1979 with the publication of the General Management Plan (gmp) and Final Environmental Statement (fes).
