So long it has been mainly the traditional ones of socio economic development and eradication of poverty. Environment as a major factor in this process has only recently entered the scene. But even before environmental considerations in the development process has become the normal practice, the spectre of climate change has reared its ugly head. While Bangladesh is not unique among developing countries in being at the receiving end regarding the causes and consequences of climate change, both in the literal and allegorical sense of the term, the fact remains that it has made the prospects for sustainable socio-economic development in the country much more complex and formidable than before. Both for her own sake and the sake of the global community at large, therefore, Bangladesh has to initiate actions at various levels to face the challenge from now on. The present study is a part of that process. In 1996, the Governments of USA and Bangladesh together decided to initiate a comprehensive study on climate change in Bangladesh. A unique consortium of public and non-governmental research organisations with support from the relevant administrative arms of the Government carried out the study over 1996 and 1997. The report has been accepted by the Government and several of its recommendations are in the process of implementation. While the direction of climate change is broadly certain, its details leave much scope for speculation and interpretation.

Book excerpt: Although the "greenhouse effect" and "global climate change" have been the subjects of scientific scrutiny for many decades, only recently have they received widespread public attention. Two major events helped generate this attention. First, in 1990 the Intergovernmental Panel on Climate Change (IPCC) published its findings on the science, impacts and policy implications of climate change. The findings of the IPCC, prepared and reviewed extensively by the world's leading experts in the field, confirmed that the increasing atmospheric concentrations of "greenhouse" gases, such as carbon dioxide, methane, nitrous oxide and the chlorofluorocarbons, could cause the world to warm and sea level to rise. Second, in 1992 the United Nations Conference on Environment and Development (UNCED) inRio de Janeiro focussed the attention of the world's national governments, as well as organisations and individuals outside the governments, on the threat of global climate change. The Framework Convention on Climate Change (FCCC), signed by nations at UNCED, reflects both the concern about the effects of climate change and the urgent need for action to prevent or reduce its potential impacts, particularly with respect to the vulnerable developing countries of the world. Bangladesh ratified the FCCC on 15 April 1994. The countries that have signed and ratified the FCCC are obligated to report to the Conference of the Parties (CoP) to the Convention on a number of inter related issues.

Book excerpt: This book deals with environmental effects on both sides of the border between Bangladesh and India caused by the Ganges water diversion. This issue came to my attention in early 1976 when news media in Bangladesh and overseas, began publications of articles on the unilateral withdrawal of a huge quantity of water from the Ganges River through the commissioning of the Farakka Barrage in India. I first pursued the subject professionally in 1984 while working as a contributor for Bangladesh Today, Holiday and New Nation. During the next two decades, I followed the protracted hydro-political negotiations between the riparian countries in the Ganges basin, and I traveled extensively to observe the environmental and ecological changes in Bangladesh as well as India that occurred due to the water diversion. The Ganges, one of the longest rivers of the world originates at the Gangotri glacier in the Himalayas and flows across the plains of North India. Eventually the river splits into two main branches and empties into the Bay of Bengal. The conflict of diversion and sharing of the Ganges water arose in the middle of the last century when the government of India decided to implement a barrage at Farakka to resolve a navigation problem at the Kolkata Port.
