Book excerpt: The Convention on the Physical Protection of Nuclear Material was signed at Vienna and at New York on 3 March 1980. It establishes measures related to the prevention, detection and punishment of offenses relating to nuclear material. A Diplomatic Conference in July 2005 was convened to amend the Convention and strengthen its provisions. The amended Convention makes it legally binding for States Parties to protect nuclear facilities and material in peaceful domestic use, storage as well as transport. It also provides for expanded cooperation between and among States regarding rapid measures to locate and recover stolen or smuggled nuclear material, mitigate any radiological consequences of sabotage, and prevent and combat related offences. The amendments will take effect once they have been ratified by two-thirds of the States Parties of the Convention.

Book Rights Based Constitutional Review

Download or read book Rights Based Constitutional Review written by John Bell and published by Edward Elgar Publishing. This book was released on 2016-04-29 with total page 463 pages. Available in PDF, EPUB and Kindle. Book excerpt: Constitutional review has become an essential feature of modern liberal democratic constitutionalism. In particular, constitutional review in the context of rights litigation has proved to be most challenging for the courts. By offering in-depth analyses on changes affecting constitutional design and constitutional adjudication, while also engaging with general theories of comparative constitutionalism, this book seeks to provide a heightened understanding of the constitutional and political responses to the issue of adaptability and endurance of rights-based constitutional review. These original contributions, written by an array of distinguished experts and illustrated by the most up-to-date case law, cover Australia, Belgium, Finland, France, Hungary, Ireland, Italy, Spain, the United Kingdom and the United States, and include constitutional systems that are not commonly studied in comparative constitutional studies. Providing structured analyses, the editors combine studies of common law and civil law jurisdictions, centralized and decentralized systems of constitutional review, and large and small jurisdictions. This multi-jurisdictional study will appeal to members of the judiciary, policymakers and practitioners looking for valuable insights into the case law of a range of constitutional and supreme courts in this rapidly expanding field of constitutional adjudication. It also serves as an excellent resource for academics, scholars and advanced students in the fields of law, human rights and political science.

Book Feminist Advocacy and Activism in State Institutions

Download or read book Feminist Advocacy and Activism in State Institutions written by Jacqueline A. Coore-Hall and published by Springer Nature. This book was released on 2020-01-03 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the effect of gender on policy-making in the Jamaican Parliament, specifically regarding women-friendly policies. So-called "women-friendly policies" are categorized as those laws which seek to promote and protect women’s rights and equality and have some element addressing childcare, domestic violence, sex offences, reproductive rights, sex discrimination, property rights and family issues. It frames critical analysis of bill sponsorship and the participation levels and verbal contributions of legislators during floor debates on legislation affecting women. Using a mixed method approach, the author gives insight into how feminism is integrated into real-time public policy discourse. The book begins with a brief overview of feminist advocacy and activism and State feminism in Jamaica and an introduction to the country’s Parliamentary system. It then moves to a theoretical discussion of feminist advocacy within public policy debates. The next two chapters present a time series analysis of bill introduction and floor debates on women's interests and issues legislation from 1962 through 2017. The concluding chapter ties up the research and provides recommendations for moving forward. Combining feminist theory with a detailed view of Jamaican Parliamentary procedure and debate, this book will be useful to students and researchers interested in feminist advocacy and activism, minority representation, democratic governance, and women in politics.

Book excerpt: Thousands are homeless, tens of thousands are languishing on social housing waiting lists, even more are unable to afford to rent or buy. Why is our housing system so dysfunctional? Why can it not meet social and affordable housing needs? Home: Why Public Housing is the Answer examines the structural causes of our housing emergency, provides a detailed critique of government housing policy from the 1980s to the present and outlines a comprehensive, practical and radical alternative that would meet the housing needs of the many, not just the few. For three decades Government policy has been marked by an undersupply of social housing and an over-reliance on the private market to meet housing needs. Housing has become a commodity, not a public good. The result is a dysfunctional housing system that is leaving more and more people unable to access appropriate, secure and affordable homes. The answer, as argued in this transformative new book, lies in establishing a Constitutional right to housing, large scale investment in a new model of public housing to meet social and affordable housing need, real reform of the private rental sector and regulation of private finance, development and land.
