One need look no further than the Koch brothers or the Trump administration to get an idea of the extent to which the interests of private business wield influence over the political system. Contemporary evidence of the clear and growing disparities in wealth between ordinary citizens and business elites has drawn new attention to this topic. Recently, the canon on the activities of business elites in politics has also grown as we have learned a great deal about how business firms and their ultra-wealthy leaders and investors seek to exert political influence. This book looks at one form of business elite activity that has thus far received little attention, despite the high-profile political efforts of billionaire businesspeople including Bill Gates, Elon Musk, and Mark Zuckerberg: a phenomenon that Darren R. Halpin and Anthony J. Nownes call new entrepreneurial advocacy. This "entrepreneurial advocacy" is a mode of political engagement in which wealthy entrepreneurs (often from Silicon Valley) use their vast resources to form new organizations that advocate for their vision of the social good, which may or may not be directly linked to their private or business interests. While previous studies focus on a cross section of either the wealthiest Americans or the largest firms in the United States, this book takes a deep-dive into the political activities of a single, yet pivotal, cohort--the founders and CEOs of Silicon Valley firms. Specifically, the authors trace the development of new entrepreneurial advocacy to understand its extent, its breadth, and whose interests they represent, who supports them financially, and why business elites choose to create new organizations to engage in advocacy rather than do so under the umbrellas of their companies. Federal states are much more difficult to set up than unitary ones, and forging a new federal system at the same time as privatising the economy and trying to radically overhaul the political system has clearly made Russia's transition triply difficult. It shows how, contrary to his rhetoric about developing Russia as a free and democratic state, authoritarianism has been extended - through his reorganisation of the Federation Council, his usurpation of powers to dismiss regional assemblies and chief executives, and his creation of seven unelected super-governors. Book excerpt: Development analysts often focus on the role of “the state” in making the right rules by which to govern society, assuming that governance is exclusively or mainly the work of the central government authority. The reality in many developing countries, particularly those with weak central government authorities, is that governance happens through diverse rules and in many centers of decision-making, in ways that are formal and informal, official and unofficial. This real-world polycentricity can be dysfunctional or productive, depending in part on shared understandings between decision-making entities about how to relate to each other. Those shared understandings come from cultural backgrounds, historical interactions, and other sources. Political economist Anas Malik argues that well-functioning polycentricity in developing countries depends in part on the shared understandings between official government entities and unofficial units that provide collective choice in particular arenas. In Muslim-majority contexts, the Islamic tradition – contrary to the image of a top-down, single-voiced religious law- provides ample resources supporting shared understandings that accommodate diverse rules and collective choice units. Pakistan, the largest Muslim-majority country at its founding, provides an important case. After building on the development literature to suggest a typology of collective choice units in developing countries, Malik explores resources in the Islamic tradition that support polycentric governance. The book then examines major deliberations in Pakistan’s history, particularly through documented inquiries into serious political crises such as sectarian religious agitation and civil war, and through a selective survey of types of jurisdictions and collective choice units. Malik argues that there are significant polycentric understandings in Pakistan’s historical lineage, but that these are heavily contested. While there is potential for polycentric development in Pakistan, the viability of polycentric order is constrained by countering forces and contextual factors.
