To understand and analyze the innovation process in order to better design and launch new goods, services and technologies, one has to consider the creative dimension of the individual, the business and the organization in general. In new approaches to innovation, the entrepreneur and the company are analyzed through their skills, and their function of resource generation; Innovation thus becomes endogenous, gradual or radical, integrated in a complex process with many feedbacks and interactions. The innovative organization (small or large) is presented in this book as a dynamic system composed of specific and diverse skills (including those of the contractor, engineers or managers). Historiquement, la pression exercée sur les forêts du bassin du Congo a été comparativement faible, mais des signes indiquent que cette situation ne devrait pas durer, car la pression sur les forêts et les autres écosystèmes s’accroît. La reconnaissance croissante de l’importance des forêts pour endiguer le changement climatique a introduit un nouvel élan dans la lutte contre la déforestation et la dégradation de la forêt tropicale. La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région. Un exercice de deux ans visant à analyser et comprendre en profondeur la dynamique de la déforestation dans le bassin du Congo est résumé dans le présent rapport, qui s’organise comme suit : Le chapitre 1 donne une vue d’ensemble des forêts du bassin du Congo • Le chapitre 2 présente la dynamique de la déforestation et résume les résultats d’une analyse secteur par secteur des grands facteurs de déforestation dans le bassin du Congo. • Le chapitre 3 fournit une actualisation de l’état des négociations REDD+ dans le cadre de la CCNUCC et des implications pour les pays du bassin du Congo.

Les auteurs montrent que les nouvelles technologies ne sont pas simplement synonymes de destruction d’emplois, comme on le craint généralement, mais qu’elles peuvent permettre aux pays africains de construire un monde du travail inclusif et offrir des opportunités aux travailleurs les moins qualifiés. Pour exploiter ces opportunités, cependant, il est indispensable de mettre en place des politiques publiques et de réaliser des investissements productifs dans quatre domaines principaux. Il faudra notamment promouvoir des technologies numériques inclusives, développer le capital humain d’une main-d’oeuvre jeune, globalement peu qualifiée et qui s’accroît rapidement, augmenter la productivité des entreprises et des travailleurs du secteur informel et élargir la couverture de la protection sociale pour atténuer les risques liés aux bouleversements du marché du travail. Le présent rapport, prolongement du Rapport sur le développement dans le monde 2019 de la Banque mondiale, aborde en conclusion d’importantes questions de politique publique qui viendront alimenter de futurs travaux de recherche permettant de guider les pays africains sur la voie d’une croissance plus inclusive.

Book excerpt: All over the world, open innovation is emerging and requires much more interactions between different actors with different organizational cultures: large firms and SMEs (i.e. industry), universities and research institutions (i.e. academia), as well as national and regional authorities for building the legal or incentive framework of innovation (i.e government). Certainly, flows of knowledge between these three spheres, which are also known as the triple helix, have always existed; but what appears to be new in an open innovation environment is the overlapping of their missions. In many areas such multi-actor interactions with overlapping roles did not emerge spontaneously, as was the case with the United States. Based on robust cases studied by researchers and practical experiences of personnel involved in innovation at public or private institutions, this book successively discusses the policy framework in Europe and Japan, the new role for universities due to intellectual property reform or technology transfer promotion, the new challenges for firms in terms of licensing, patents, corporate venturing, including entrepreneurship, incubation, venture capital or cross-industry knowledge sharing. All issues addressed in this book are clearly those toward regional innovation policies and practices that are open in nature. It contains descriptions and analysis of the various approaches taken by industrial, governmental, and academic players in various regions of Japan (Tohoku, Tokyo) and Europe (France, Belgium). The mix of theoretical and empirical material collected in this book was first presented at an international symposium in Tokyo. The dynamics of regional innovation is an on-going issue, and we are still standing at the threshold of this field of research. It is exactly why such a book is needed now.
