Book excerpt: This paper, the Domestic Approach to National Intelligence, describes certain key roles and relationships that characterize efforts by members of the U.S. Intelligence Community (IC) and federal, state, local, tribal and territorial (FSLTT) government organizations to engage with one another to carry out the shared mission of protecting the homeland. These partners work with one another, and through established channels with the private sector (e.g., critical infrastructure owners and operators), as part of a complex web of relationships. Each partner, regardless of level, plays an important role in protecting the homeland with respect to warning, interdiction, prevention, mitigation, and response. The importance of partnerships and collaboration is emphasized in this paper, as is the IC's responsibility to the public to protect privacy, civil rights, and civil liberties. Descriptions related to organizational responsibilities and/or authorities are provided by the respective agencies. The Domestic Approach to National Intelligence is consistent with the framework and recommendations outlined in the Criminal Intelligence Coordinating Council's (CICC) National Criminal Intelligence Sharing Plan, the strategies in support of the National Network of Fusion Centers, and information sharing and safeguarding standards outlined by the Program Manager for the Information Sharing Environment (PM-ISE). By describing these roles and relationships in one place, this paper strives to foster an important national dialogue that will promote a better understanding of how the IC engages with key partners in this domestic enterprise and supports the holistic ideals articulated by the Director of National intelligence (DNI).

Book excerpt: The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.

Since its inception in 2003, DHS has had an intelligence component to support this mission and has been a member of the U.S. Intelligence Community (IC).Following a major reorganization of the DHS (called the Second Stage Review or "2SR") in July 2005, former Secretary of Homeland Security, Michael Chertoff established a strengthened Office of Intelligence and Analysis (I&A) and made the Assistant Secretary for Information Analysis (now Under Secretary for Intelligence and Analysis) the Chief Intelligence Officer for the Department. He also tasked I&A with ensuring that intelligence is coordinated, fused, and analyzed within the Department to provide a common operational picture; provide a primary connection between DHS and the IC as a whole; and to act as a primary source of information for state, local and private sector partners.Today, the DHS Intelligence Enterprise (DHS IE) consists of I&A, two headquarters elements supported by I&A, and the intelligence elements of six DHS operational components: U.S. Customs and Border Protection (CBP), U.S. Immigration and Customs Enforcement (ICE). U.S. Citizenship and Immigration Services (USCIS), the Transportation Security Administration (TSA), U.S. Coast Guard (USCG), and U.S. Secret Service (USSS).Congress made information sharing a top priority of the Department's intelligence component in the Homeland Security Act of 2002 and underscored its importance through the Intelligence Reform and Terrorism Prevention Act of 2004. Since the 2SR reorganization, Congress imposed additional requirements for intelligence analysis; information sharing; department-wide intelligence integration; and support to state, local, tribal governments, and the private sector through the Implementing Recommendations of the 9/11 Commission Act of 2007.On February 11, 2010, the Senate confirmed President Obama's selection of Caryn Wagner to serve as Under Secretary for Intelligence and Analysis. As she assumes responsibility for the DHS IE, Congress will likely be interested in the progress of integration of the Department's intelligence components and the quality and relevance of the intelligence DHS IE produces for front line law enforcement and security officials who are responsible for protecting America and its people. In February, DHS produced its first Quadrennial Homeland Security Review (QHSR), a comprehensive assessment outlining its long-term strategy and priorities for homeland security and guidance on the Department's programs, assets, capabilities, budget, policies, and authorities. The next step in the Department's QHSR process is to conduct a "bottom-up review" to systematically link strategy to program to budget. The results of that review will be particularly important as Congress considers an authorization bill for DHS.This report provides an overview of the DHS IE both at headquarters and within the components. It examines how DHS IE is organized and supports key departmental activities to include homeland security analysis and threat warning; border security; critical infrastructure protection; support to, and the sharing of information with, state, local, tribal, and private sector partners. It also discusses several oversight challenges and options for Congress to consider on these issues.

Book excerpt: Recent outbreaks of illnesses traced to contaminated sprouts and lettuce illustrate the holes that exist in the system for monitoring problems and preventing foodborne diseases. Although it is not solely responsible for ensuring the safety of the nation's food supply, the U.S. Food and Drug Administration (FDA) oversees monitoring and intervention for 80 percent of the food supply. The U.S. Food and Drug Administration's abilities to discover potential threats to food safety and prevent outbreaks of foodborne illness are hampered by impediments to efficient use of its limited resources and a piecemeal approach to gathering and using information on risks. Enhancing Food Safety: The Role of the Food and Drug Administration, a new book from the Institute of Medicine and the National Research Council, responds to a congressional request for recommendations on how to close gaps in FDA's food safety systems. Enhancing Food Safety begins with a brief review of the Food Protection Plan (FPP), FDA's food safety philosophy developed in 2007. The lack of sufficient detail and specific strategies in the FPP renders it ineffectual. The book stresses the need for FPP to evolve and be supported by the type of strategic planning described in these pages. It also explores the development and implementation of a stronger, more effective food safety system built on a risk-based approach to food safety management. Conclusions and recommendations include adopting a risk-based decision-making approach to food safety; creating a data surveillance and research infrastructure; integrating federal, state, and local government food safety programs; enhancing efficiency of inspections; and more.
