This collection contains original contributions to the ongoing debate on the nature of toleration, including its definition, historical development, justification, and limits. In exploring the issues surrounding toleration, the essays address a variety of provocative questions. Is toleration a moral virtue of individuals or rather a pragmatic political compromise? Is it an intrinsically good principle or only a "second best-solution" to the dangers of fanaticism to be superseded one day by the full acceptance of others? Does the value of toleration lie in respect to individuals and their autonomy, or rather in the recognition of the right of minority groups to maintain their communal identity? Book excerpt: In 2004, the Government announced 110 Public Service Agreement (PSA) targets for 17 Departments covering the period 2005-08. PSA targets express the priority outcomes that Departments are seeking to achieve nationally and internationally, and cover key aspects of the Government's social, economic and environmental policy. Large sums of public money are devoted to the programmes designed to deliver them. This NAO report summarises the results of its examination of the data systems used by six government departments to monitor and report progress against their 2005-08 PSA targets, covering a total of 65 data systems. The six Departments are: the Cabinet Office, the Department for Culture, Media and Sport, the Department for Education and Skills, the Department for the Environment, Food and Rural Affairs, the Ministry of Defence and HM Treasury. Findings include that 75 per cent of the data systems used are broadly appropriate, but less than half of these were fully fit for purpose. Most required some action to strengthen measurement or reporting arrangements. A companion volume (HCP 127-II, session 2006-07, ISBN 0102944083) is available separately which contains the NAO's detailed findings.

Book excerpt: This report explores criteria and indicators (C&I) for monitoring and assessing the sustainability of community managed forests (CMFs), and offers some insights into methodological tools and conceptual approaches for C&I development. The research was intended to explore the potential value of C&I to forest communities, their partners and their representative organisations to legitimise and enhance management, including strengthening of control over forest resources and facilitating the equitable distribution of the costs and benefits of forest management. The C&I for CMF tests involved six forest communities and their partners in Central Province, Cameroon, the Amazonian state of Pará, Brazil, and West Kalimantan, Indonesia. Each test was of approximately one-month duration. The core teams included an ecologist, a social scientist and a forest management specialist. Local involvement was an essential element of the research process. Facilitators enabled the active participation of community members in the critical appraisal of the C&I. After each field test, academics, policy makers, representatives of local and national non-governmental organisations, and representatives of other forest communities reviewed the emergent ‘draft’ C&I. Over 750 statements of principles, criteria, indicators and verifiers were generated by the tests. There is an evaluation of C&I testing processes and C&I for CMF development methodologies, as well as an analysis of the C&I for CMF. The comprehensive coverage of issues related to the sustainability of CMFs makes this report a valuable reference for those interested in implementing C&I for CMF, and for other users and purposes. These may include: researchers or policy makers analysing intersectoral impacts on CMFs; practitioners assessing and developing collaborative CMF initiatives; development planners and project managers evaluating or planning initiatives; and professors seeking guidance on incorporating community forestry into curricula for rural development, forestry and anthropology students.

In essence, three different categories of public services are identified: individual services; neighbourhood services; and commissioned services. For individual services the aim is to put power in the hands of the people who use them; for neighbourhood services the aim is to put power in the hands of the elected councils; and for commissioned services, the intention is to open up and, where appropriate, decentralise commissioning to ensure greater quality and diversity.
