It is the first phase of the programmatic jobs program jointly undertaken with the government of Morocco. The report is a jobs diagnostic that analyzes microdata mainly from Labor Force Surveys and employs new analytical methods to identify the main trends in the labor market. The key challenges that emerge will provide the basis for a deeper analysis and policy formulation in the next phase of this program. "Morocco’s Jobs Landscape" identifies four priorities: accelerate structural transformation to create more and better jobs in higher-productivity sectors, encourage formalization and improve the quality of jobs, increase female labor force participation, and address youth inactivity and its long-term consequences. Morocco has made significant economic progress over the past 20 years, which has raised the living standards of its people. However, Morocco’s economic growth has not been labor-intensive enough to absorb its growing working-age population. It has had a low capacity to generate jobs, and the rate of job creation slowed after the 2008 financial crisis. Morocco is trying to overcome the “middle-income trap,†? which has been preventing its convergence with more affluent middle-income countries. The government of Morocco has called for a new inclusive development model. The new model must address regional development imbalances, facilitate inclusion for youth and women, and continue to foster labor force skills upgrading. The COVID-19 pandemic and resultant safety measures have halted or slowed economic activity, which is worsening the labor market situation. The pandemic undoubtedly complicates prospects for jobs-led growth, and it will make the challenges highlighted in this report even more urgent and deserving of policy makers’ attention.

During the last decades, a lot of innovations have been conceived or introduced in the Mediterranean area, allowing livestock systems to remain competitive. The book looks at two main issues: firstly, it gives an updated review on the main innovations that significantly changed the activities of livestock production in the Mediterranean area in the recent past. Secondly, the focus lies on the extent to which these innovations improve the efficiency, ensure the socio-cultural basis or reduce the environmental impact of livestock systems. One major finding is a new vision of innovating systems based on the distinction between regulated innovation (when aims are fixed) and innovative design (when aims are questioned). Innovations reported in the book are dealing with a set of concerns. They concern the production techniques, the work organization, the equipment and infrastructures, the collective features for selection, reproduction, feeding or sanitary devices. They also concern the local organization such as product labelling, new dynamics around local breeds, collective rules for supply basin or approaches of new products for new markets. More recently, some innovations focus on environmental impacts of livestock production, due to an increasing consciousness of those kinds of problems. In the final part of the book, a round table copes with a crucial question: are traditions in Mediterranean livestock activities to be considered an obstacle or a source of innovation? Scholarship on the Middle East and North Africa almost always engages with politics-a prominent focus of this region-yet the assumed absence of public spaces and fora has led many to think that debate, consensus, and concerted social action are antithetical to the cultural, religious, and national heritage of the region. It is a mistake to exclude the public dimension from the study of processes in this region. Recent studies have demonstrated not only the critical importance of the public in everyday practices of the MENA region, but they have also shown how the term and notion of the public sphere can be used productively to advance understandings of collective life. The first section of this volume offers alternative conceptions of the public sphere through rich and innovative theoretical analysis. Philosophical investigations focus on the role of collective action, the relationship between nationalism and democracy, and the notions of the public employed by socioreligious movements. The second section addresses a wide range of counter-hegemonic discourses and practices that enable the public sphere, such as memoirs, testimonies, strategies of surveillance, the Tehran bazaar, and the movements of migratory workers. The third section provides empirical accounts of the way in which mutual communication through technology has vitally expanded the notion of the public in the MENA region. In conclusion, conflict and resistance are shown to be generative forces in public discourse and debate and in the production of national publics.
