Book excerpt: The U.S. Air Force (USAF) helps defend the United States and its interests by organizing, training, and equipping forces for operations in and through three distinct domains-air, space, and cyberspace. The Air Force concisely expresses its vision as "Global Vigilance, Global Reach, and Global Power for America." Operations within each of these domains are dynamic, take place over large distances, occur over different operational timelines, and cannot be routinely seen or recorded, making it difficult for Airmen, national decision makers, and the American People to visualize and comprehend the full scope of Air Force operations. As a result, the Air Force faces increasing difficulty in succinctly and effectively communicating the complexity, dynamic range, and strategic importance of its mission to Airmen and to the American people. To address this concern, the Chief of Staff of the USAF requested that the National Academies of Sciences, Engineering, and Medicine convene a workshop to explore options on how the Air Force can effectively communicate the strategic importance of the Service, its mission, and the role it plays in the defense of the United States. Participants worked to address the issues that a diverse workforce encompassing a myriad of backgrounds, education, and increasingly diverse current mission sets drives the requirement for a new communication strategy. The demographics of today's Air Force creates both a unique opportunity and a distinct challenge to Air Force leadership as it struggles to communicate its vision and strategy effectively across several micro-cultures within the organization and to the general public. This report summarizes the presentations and discussions from the workshop.

Book excerpt: Decades ago, military sociologists predicted a rising trend among officers away from traditional institutional military values and toward more economically-based occupational values due to the effects of the transition from a conscription-based military to an all-volunteer force. Subsequent empirical research resulted in data that supports such predictions. More recent researchers have suggested that in addition to the all volunteer force, an increase on technology may also accelerate the trend toward occupationalism and away from traditional institutional military values and the warrior ethos that typically define successful military organizations. The officer corps may be particularly vulnerable to occupationalism due to increased technical specialization and the corporate mindset that is evolving within the service, potentially resulting in reduced organizational commitment and a greater reliance on extrinsic motivational incentives. The purpose of this study is to investigate the influence of rank structures on professionalism in the context of Moskos' institutional versus occupational (I/O) professionalism model. Previous studies utilizing the I/O model have been primarily limited to Air Force officers and suggest a trend toward occupationalism among this group. This study proposes that a much broader sample of Air Force personnel is required to determine the magnitude of this trend, both in the officer ranks as well as the NCO ranks. This study analyzes the roots of military professionalism, considers the impact of recent transformations in the military, and makes recommendations about enhancing professionalism within the Air Force among all ranks.

This book develops the lineage from Armies of the ancient world to today's modern Armies in a rather concise and insightful manner. Sir John Hackett focuses a lot on the relationship between the military forces and the countries they represent on the battlefield. He also offers some interesting opinions about training future leaders in the Armed Services based on his vast military experience and career. I thoroughly enjoyed this book (it has many interesting photos and prints throughout the text), although it is written from a European (the author is British) perspective. The author does devote some time to the US Army, but his main focus is the European military system. Therefore, if you are looking for a book about how the American Army has changed over time, I do not recommend this one. On the other hand, I do recommend this book for anyone wanting to learn more about how the profession of arms has developed over time. It would make a fine addition to your military history library if you have one, or serve as a great first addition, if you are thinking of starting one. -- website.

Book excerpt: This study is based on an examination of professional military education (PME) for United States Air Force officers that was conducted in 1988 at the Airpower Research Institutes (ARI), Air University Center for Aerospace Doctrine, Research, and Education (AUCADRE), Maxwell AFT, Alabama. The original study researched the history and evolution of the Air Force's PME systems, assessed the current status of Air Force PME, and compared the PME systems of the other US military services to that of the Air Force. This extract, however, restricts itself to the history of Air Force PME between 1946 and 1987. Originally, seven ARI officers, including the editors of this study, worked on the project. Collectively, they examined more than 345 documents, - letters, regulations, manual, studies, reports, catalogs, and histories - in an effort to fully understand the criticisms made of Air Force PME throughout its history. The capstone of Air Force PME is Air University (AU), located at Maxwell Air Force Base. AU consists of three schools: Squadron Officer School, Air Command Staff College, and Air War College. During the more than 40 years examined here, PME became thoroughly institutionalized. Further, the quality of professional education offered by AU was constantly assessed and reassessed. External observers (those outside the Air Force) and internal observers (both military and civilian, assigned from within the Air Force) regularly examined the qualifications and teaching methods of the schools' faculty, as well as the schools' curricula. Throughout this period, PME's purpose was the subject of ongoing discussion: whether it should provide broad or specialized instruction and whether it should address only military issues or include political and related topics. These questions remain unanswered because the Air Force has never effectively defined what it wanted its officers to know or to be. Although the assessments described in this book are not exhaustive, they are representative of both internal and external commentary over the entire four-decade period. Internal criticism is especially difficult to assess since it is often only implicit in recommendations for changes made by the various groups that conducted studies of PME. In addition, internal Air Force reviews of AU and the schools tended to become less critical as the schools became institutionalized, thus making an objective assessment even more difficult. On the other hand, external criticisms - particularly those from non-Department of Defense observers - were prone to find fault with PME. These evaluations were more likely to be explicitly critical, often bluntly so, and they too were perhaps not wholly objective. This study seeks a balance between the two types of criticisms and attempts to determine how they complement each other.
