The Old World Russian autocracy supported the young New World democracy because of the emerging U.S. role as a bulwark against Great Britain's ambitions, in Asia and in the North Pacific Ocean region especially. In fact, when the American Civil War threatened to divide the United States, Russia alone among the European great powers gave no aid or comfort to the seceding states. The surprise 1863 arrival of squadrons of Russian warships and thousands of Russian sailors in New York and San Francisco proved fortuitous, coming when the Union feared British and French intervention on the Confederacy's behalf. C. Douglas Kroll, using both Russian and U.S. documents, investigates why the Russian Pacific Squadron came to San Francisco, a port of departure for California and Nevada gold headed east; what happened during its nearly year-long visit; and how its presence influenced events. With the units of the U.S. Navy's small Pacific Squadron widely dispersed and Confederate commerce raiders on the loose, the Russians' arrival suggested to on-lookers that they intended to defend the Union against interference. Whether actively supporting the Union or training and refitting or both, the Russian officers and sailors endeared themselves to San Francisco's citizens. Parades and balls, as well as dinners hosted by both sides, helped San Franciscans overlook the various differences they had with their Russian visitors. Kroll gives us a thorough examination of the Russians' visit and its social, diplomatic, and military impact.

The `Crimean War' was much more than a series of battles in the Crimea. One of the most neglected aspects has been the naval campaign in the Pacific Ocean - as highlighted in this full-scale survey, which brings out the involvement of China and Japan. The campaign took a joint British and French squadron from Chile to Kamchatka, to be defeated in battle at Petropavlovsk - where the British Admiral committed suicide. Despite their victory, the Russians withdrew from all their Pacific coastal settlements, and the British and French concentrated on searching for the mouth of the Amur River, thought to be a Russian base. The Russians in turn also concentrated there, in order to build a base, sending repeated expeditions along the river. Both China, who claimed to rule along the Amur, and Japan, only just `opened up' by Commodore Perry's expedition, were involved - indeed, the British used a Japanese port as their advanced base. The United States had only recently reached the Pacific coast and several Americans had their eyes on Russian Alaska and Hawaii as territories for future acquisitions. All this meant the Allies hadto tread very delicately in Pacific waters. The war in Europe ended before a decisive action could take place in the Pacific. Ironically, having lost in the fighting, the Russians ended with a great advance in their territory.

It brings to life key participants, political and military, describes the interaction of intelligence with high policy and tactics, and brings a fresh perspective to key events, including the notorious convoy PQ 17. The book disputes the long-standing view that aid to Russia was essentially discretionary, lacking military rationale and undertaken primarily to meet political objectives, with only a minor impact on Soviet war potential. It shows that aid was always grounded in strategic necessity, with the Arctic supply route a constant preoccupation of British and American leaders, absorbing perhaps twenty per cent of Royal Navy resources after 1941 and a significant share of Allied merchant shipping badly needed in other theaters. The Soviet claim, determinedly promoted through the Cold War, that aid was marginal, still influences attitudes in Vladimir Putin’s Russia and contemporary Western opinion. It even resonates through the present war in Ukraine. Andrew Boyd demonstrates that in reality, Western aid through the Arctic was a critical multiplier of Soviet military power throughout the war and perhaps even enabled Russia’s very survival in 1942; and he makes plain that the British contribution to the aid effort was greater than generally acknowledged. The book also emphasises that the Arctic conflict was not framed solely by the supply convoys, important though they were. British, German and Russian operations in a theater – defined by Adolph Hitler in early 1942 as the ‘zone of destiny’ – were shaped by other perceived opportunities and threats. For instance, Germany concentrated its fleet in Norway to forestall a potential British attack while attempting land offensives to cut Russia’s links with its northern ports. It also had vital raw materials to protect. Britain explored potential operations with Russia to dislodge Germany from the Arctic coast and sever her access to important resources. Elegantly written written and incorporating many new perspectives on the Arctic theater, this new work should find a place on the shelves of every historian, scholar and enthusiast whose interests extend to the Russian dimension of the Second World War.

Following the Russian Revolution of October 1917, the Baltic states became a battleground between Russian Reds and Whites, German troops and emerging Baltic independence forces. In November 1918, the British government decided to intervene, to protect British interests and to support the emerging Baltic states. This initial small force of cruisers and destroyers was eventually augmented by other British warships, including aircraft carriers, a monitor, as well as a handful of submarines and torpedo boats. Opposing them was the far more powerful Russian Baltic Fleet, now controlled by the Bolsheviks. The campaign that followed involved naval clashes between the two sides, the most spectacular of which was an attack on the Soviet naval base of Kronstadt in June 1919 by a force of small British torpedo boats. They torpedoed and sunk the Russian cruiser Oleg, an action which effectively bottled the Baltic fleet up in port for the remainder of the campaign. Finally, in early 1920, the British squadron was withdrawn, following Soviet recognition of Estonia, Latvia and Lithuania. This New Vanguard title explores the naval side of this little-known but strategically crucial campaign fought by the war-weary navies of Britain and Russia and by warships of the emerging Baltic states. Describing the political background to the conflict, and the key points of the naval campaign as well as the warships involved, this is a concise and fascinating account of an overlooked naval campaign that helped reshape the map of Europe.
