It continues with a general introduction to traditional Chinese attitudes toward engineering and technology, and philosophical case studies of the Chinese steel industry, railroads, and cybernetics in the Soviet Union. Part III focuses on engineering, ethics, and society, with chapters on engineering education and practice in China and the West. The book’s analyses of the interactions of science, engineering, ethics, politics, and policy in different societal contexts are of special interest. The volume as a whole marks a new stage in the emergence of the philosophy of engineering as a new regionalization of philosophy. This carefully edited interdisciplinary volume grew out of an international conference on the philosophy of engineering hosted by the University of the Chinese Academy of Sciences in Beijing. Book excerpt: Despite the educational and professional advances made by minorities in recent decades, African Americans remain woefully underrepresented in the fields of science, technology, mathematics, and engineering. Even at its peak, in 2000, African American representation in engineering careers reached only 5.7 percent, while blacks made up 15 percent of the U.S. population. Some forty-five years after the Civil Rights Act sought to eliminate racial differences in education and employment, what do we make of an occupational pattern that perpetually follows the lines of race? Race, Rigor, and Selectivity in U.S. Engineering pursues this question and its ramifications through historical case studies. Focusing on engineering programs in three settings--in Maryland, Illinois, and Texas, from the 1940s through the 1990s--Amy E. Slaton examines efforts to expand black opportunities in engineering as well as obstacles to those reforms. Her study reveals aspects of admissions criteria and curricular emphases that work against proportionate black involvement in many engineering programs. Slaton exposes the negative impact of conservative ideologies in engineering, and of specific institutional processes--ideas and practices that are as limiting for the field of engineering as they are for the goal of greater racial parity in the profession.

Engineering education in the United States was long regarded as masculine territory. For decades, women who studied or worked in engineering were popularly perceived as oddities, outcasts, unfeminine (or inappropriately feminine in a male world). In Girls Coming to Tech!, Amy Bix tells the story of how women gained entrance to the traditionally male field of engineering in American higher education. As Bix explains, a few women breached the gender-reinforced boundaries of engineering education before World War II. During World War II, government, employers, and colleges actively recruited women to train as engineering aides, channeling them directly into defense work. These wartime training programs set the stage for more engineering schools to open their doors to women. Bix offers three detailed case studies of postwar engineering coeducation. Georgia Tech admitted women in 1952 to avoid a court case, over objections by traditionalists. In 1968, Caltech male students argued that nerds needed a civilizing female presence. At MIT, which had admitted women since the 1870s but treated them as a minor afterthought, feminist-era activists pushed the school to welcome more women and take their talent seriously. In the 1950s, women made up less than one percent of students in American engineering programs; in 2010 and 2011, women earned 18.4% of bachelor's degrees, 22.6% of master's degrees, and 21.8% of doctorates in engineering. Bix's account shows why these gains were hard won.

Engineering Victory brings a fresh approach to the question of why the North prevailed in the Civil War. Historian Thomas F. Army, Jr., identifies strength in engineering—not superior military strategy or industrial advantage—as the critical determining factor in the war’s outcome. Army finds that Union soldiers were able to apply scientific ingenuity and innovation to complex problems in a way that Confederate soldiers simply could not match. Skilled Free State engineers who were trained during the antebellum period benefited from basic educational reforms, the spread of informal educational practices, and a culture that encouraged learning and innovation. During the war, their rapid construction and repair of roads, railways, and bridges allowed Northern troops to pass quickly through the forbidding terrain of the South as retreating and maneuvering Confederates struggled to cut supply lines and stop the Yankees from pressing any advantage. By presenting detailed case studies from both theaters of the war, Army clearly demonstrates how the soldiers’ education, training, and talents spelled the difference between success and failure, victory and defeat. He also reveals massive logistical operations as critical in determining the war’s outcome.
