PSIA has an important role in the elaboration and implementation of poverty reduction strategies in developing countries because it promotes evidence-based policy choices and fosters debate on policy reform options. 'Poverty and Social Impact Analysis of Reforms' presents a collection of case studies that illustrate the spectrum of sectors and policy reforms to which PSIA can be applied; it also elaborates on the broad range of analytical tools and techniques that can be used for PSIA. The case studies provide examples of the impact that PSIA can have on the design of policy reforms and draw operational lessons for PSIA implementation. The case studies deal largely with policy reforms in a single sector, such as agriculture (crop marketing boards in Malawi and Tanzania and cotton privatization in Tajikistan); energy (mining sector in Romania and oil subsidies in Ghana); utilities (power sector reform in Ghana, Rwanda, and transition economies, and water sector reform in Albania); social sectors (education reform in Mozambique and social welfare reform in Sri Lanka); taxation reform (Nicaragua); as well as macroeconomic modeling (Burkina Faso).

The political situation remains problematic, with the two main parties divided along ethnic lines. The most recent mechanism to facilitate a constructive working arrangement between the two parties has broken down and is unlikely to be revived in its current form. Much then depends on the ability of parliament and other institutions to work effectively, which will require that they be strengthened considerably. The Government has scheduled local elections for September 2004, but it is yet to be seen if these can be carried out peacefully, and with the cooperation of the opposition. As the economy remains dependent on certain primary products-bauxite, sugar and rice-which, with the exception of sugar, provide a limited potential for future growth, there is need to diversify the economy to create jobs in other sectors. Establishing an environment for sustained growth remains the main challenge for the Government in the future. Linked with this is the continued need to improve the rule o f law, transparency, and governance in order to provide an efficient and transparent framework within which the private sector can operate. The progress report provides a revised policy matrix that focuses on key issues and updates the matrix in the original PRSP. Rwanda’s performance under the 2001 program under the PRGF was broadly satisfactory. Quantitative performance criteria for end-December 2001 were substantially met. Despite slippages in the structural reform schedule, achievements in structural performance were substantial. The authorities have finalized a poverty reduction strategy paper. The program for 2002–03 supports the poverty reduction strategy formulated in that document.
