Book excerpt: This paper examines the relationship between the EBRD's project portfolio in the Western Balkan energy sector, and the region's main energy and environment problems. It argues in favour of geographically centered appraisals of the environmental sustainability of multilateral energy investment. Empirical analyses have been placed within the context of this bank's broader policy mandate to support the reconstruction and development of, among other aspects, energy operations in the post-socialist states of Eastern Europe and Central Asia, while promoting environmentally sustainable development in the full range of its activities. The paper categorizes the Western Balkans' energy and environment problems in two main groups: the failure to shift away from carbon-emitting sources of energy, and the inability to introduce efficient technologies in the generation, transmission, distribution and consumption of energy. It investigates the level to which these issues have been represented in the bank's energy investment activities in the region. The observed mismatch between the EBRD's declarative policy commitment to sustainable development and on-site developments in its client countries has been attributed to, among other factors, the strategic selectivity of the relevant states, and the decision-making process within the bank itself. These processes are related to the structural legacies of central planning in ECE, and the organizational culture embedded within the institution at its inception.

Book excerpt: On 21 November 2007 the grand and elegant Delegates Hall of the Hungarian Parliament was the scene of the opening of a conference to discuss some of the most pressing issues of the day, those related to our unending thirst for energy, its environmental consequences, and the challenges that these bear on security. Over the next 3 days scientists, parliamentarians and their guests confronted, challenged, teased and cajoled each other in a NATO Advanced Research Workshop (ARW) entitled “Energy and Environmental Challenges to Security,” affirming that knowledge and public service hold the keys to solving our greatest challenges. The magnitude of the security challenge was confirmed while this volume was being prepared. In mid-2008, the International Energy Agency issued a report concluding that US$45 trillion would be needed over the next half century to prevent energy shortages and greenhouse gas emissions from undermining global economic growth. But lest such large numbers cause us all to shrug, this volume brings attention to some of the more manageable aspects of the environment and energy security challenge – from addressing conflict resources such as illegal timber that contribute to corruption and regional instability, to means and mechanisms to enable the diversification of energy supplies, to environmental risk reduction strategies for particular installations. The participants in the Hungarian Parliament building were atypical for a NATO Advanced Research Workshop.

Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The book expands on previous findings to provide a strategic policy framework for transforming and modernizing the agri-food sector and, in the context of region’s ongoing process of integration with the European Union, creating a dynamic rural space in the Western Balkans. The book offers Western Balkan governments and international donors a shared vision of the goals and directions their agriculture and rural development policies and programs might take.
