This report presents potential energy conservation projects for this Installation. These projects, consisting of Energy Conservation opportunities (ECO's), are summarization in Tables 1 and 2. The projects were developed based on project packing instructions from the Installation and on follow-up phone calls with Directorate of Engineering and Housing (DEH). The have been extend to include buildings similar to these surveyed by the architect/engineer. Similarity was based on instructions from the Installation and on follow-up phone calls with DEH. Table 3 lists the buildings surveyed. 55 buildings were approximately 1.5 million square feet. Of these, 32 were examples of Family Housing and 23 were examples of non-housing buildings. Over one hundred ECO's were considered at Fort Jackson. Of these 34 were applicable in non-housing and 8 in Family Housing. ECO's were selected for consideration from of sources. Annexes A and B of the Scope of Work (Sow) the Army Facility Energy Plan appendix and Heery's own resources, including the ECO's studied at other Installations. All applicable ECO's were evaluated and found either feasible (savings to investment ratio greater than or equal to one) or infeasible. Tables 4 and 5 list the applicable ECO's along with savings to investment ratio (SIR), project packaged, and other pertinent data. The method of analysis employed for heating and cooling ECO's is a multiple measure approach using a modified bin method as outlined in the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) Fundamentals. EOC's savings not based upon heating or cooling loads use standard ASHRAE or Institute of Electrical and Electronic Engineers (IEEE) formulas. The objectives of this contract, as explained in the Detailed Scope of Work (Appendix A in Volume II) of the contract are as follows: (A) Review for general information any energy studies which were performed at this installation. (B) Evaluate selected ECOs to determine their energy savings potential and economic feasibility. (C) Perform a comprehensive site survey, identify all ECOs, including low cost/no cost ECOs and perform evaluations of each. (D) Provide complete programming or implementation documentation for all recommended ECOs. (E) Determine the efficiency of small boilers (less than 3.5 MBtu/hr) by appropriate tests and determine if efficiency can be improved or fuel saved by the repair, addition or modification of equipment, control systems and maintenance practices and recommend improvements. (F) Prepare a comprehensive report to document the work performed, the results and the recommendations.

Book excerpt: This is the Executive Summary of the Final Report required under Contract No. DACA 21-87-C-0508 between the Savannah District Corps of Engineers (COE) and the Systems Engineering and Analysis Division (SEAD), Planning Research Corporation (PRC). The contract calls for an Energy Savings Opportunity Survey (ESOS) Energy Engineering Analysis Program (EEAP) at Fort Buchanan and its associated U.S. Army Reserve (USAR) Centers, Puerto Rico. The ECO's identified and recommended in this survey are listed in section 4. In summary, for the total program, 19 projects, if implemented, will save: 11,101 MBtu's of electrical energy or 3,252,622 kilowatt-hours, annually, saving $260,321 per year for an investment of $957,143. The projects will pay for themselves in 3.7 years and the Savings-to-Investment Ratio (SIR) will be 7.6. In addition to the individual energy-saving projects that are the primary results of this study, four general recommendations are called for.

Construction cost escalation to Program Year FY 1988 for OD Form 1391 submission is calculated using the guidelines contained in AR 415-17 and the latest applicable edition of the Engineer Improvement Recommendation System (EIRS) bulletin, which updates the Tri-Service MCP Index 3. The 11 General Scope of Work (GSOW) for an Energy Savings Opportunity Survey (ESOS)', HNDED-PM/ME, dated 12 March 1984, revised 10 July 1984 1, is used extensively in performing this study and is presented in Appendix C. This appendix also contains the "Detailed Scope of Work (DSOW)" 1 and the 'Prenegotiation Conference Minutes' which define the specific projects and buildings addressed in this study, as well as presenting the overall study methodology.

Cost estimates were prepared using M-CACES. Life cycle cost analyses were performed using the Life Cycle Cost in Design (LCCID) computer program. Project development brochures (PDBs) and DD1391 forms were prepared for Energy Conservation Investment Program (ECIP) projects. The projects that were developed represent $187,203 in annual savings with favorable simple paybacks and savings to investment ratios (SIRs).

Similar studies were undertaken concurrently for Fort Richardson and Fort Greely and are contained in separate reports. The study was initiated 30 September 1988. From August 1987 through May 1988 the project was temporarily suspended until a revised Scope of Work was issued. The EEAP is a series of studies intended to identify energy conservation opportunities (ECOs) which will result in the optimum use of energy resources available. The overall purpose of this study was to identify means to save energy through investment in the application of energy conserving technologies. This objective was approached by the evaluation of pre-identified ECOs within specified buildings that might yield positive economic return to the Government, if undertaken, and that would fit within the constraints of several funding programs available to the Department of the Army. The Fort Wainwright study was limited to examination of 35 ECOs as they may apply to one or more of 17 buildings specified by the Scope of Work. The Scope of Work also called for technical audit and analysis of one of the 17 buildings: the Laundry Facility (Building 3025).

Camp Bullis is not contiguous with Fort Sam Houston and is located approximately 18 miles northwest of Ft. Sam Houston.

Available in PDF, EPUB and Kindle. Book excerpt: An Energy Savings Opportunity Survey (ESOS) has been completed for the U.S. Army Dugway Proving Ground facility located at Dugway, Utah. This work, conducted as part of the Energy Engineering Analysis Program (EEAP), included: a review of previous studies; an evaluation of selected projects and energy conservation opportunities (ECOs); a site survey of 53 selected buildings to identify additional ECOs; analysis of the energy and cost savings and ECOs project costs; and preparation of project documentation for funding and implementation. Over 150 different energy conservation opportunities (ECOs), shown on pages 2 through 5, were identified during this ESOS. Economic analysis indicates that only 106 of these ECOs had a savings to investment (SIR) ratio greater than one. The estimated savings from the 106 ECOs was nearly 45,000 MBTU or 15 percent of the FY84-85 overall energy (MBTU) usage. Cost savings for the 106 ECOs are estimated to approach $271,000 or 9 percent of the same period. Most all of the ECOs identified save fuel oil rather than electricity. Total savings from the fuel oil ECOs exceed $260,000 or over 19 percent of the FY84-85 fuel oil usage. Seven projects were selected by Dugway Proving Ground for funding and implementation. These projects, outlined on pages 6 - 7 with supporting data starting on page 8, are estimated to save 44,000 MBTUs and over $267,900 annually. The estimated cost for design and construction of these projects is approximately $1,197,000.
