Sub-Saharan Africa is characterized by severe poverty; the possibility to exploit a renewable energy resource offers valuable avenues for sustainable development and could support a more dynamic and competitive economy. This book describes how the bioenergy expansion will improve rural livelihoods, reduce costly energy imports, reduce GHG emissions, and offer new development paths. Drawing on international experience, it is shown that harnessing this potential will require significant increases in investment, technology transfer, and international cooperation. Because of its high efficiency, the authors argue that sugar cane should be viewed as a global resource for sustainable development and should command much greater focus and concerted policy action. Through an analysis of the agronomy, land suitability and industrial processing of sugar cane and its co-products, along with an assessment of the energy, economic and environmental implications, this volume demonstrates that sugar cane offers a competitive and environmentally beneficial resource for Africa's economic development and energy security. With forty-four authors representing thirty organisations in sixteen countries, the book offers a truly international and interdisciplinary perspective by combining technical and economic principles with social, political and environmental assessment and policy analysis.

Book excerpt: The modern lifestyle is highly dependent on the electricity consumption, which demand is expected to continue growing worldwide, especially in those developing areas where the whole economy is transforming. Until now, most of this electricity demand had been supplied through the combustion of fossil fuels or nuclear power. But the utilization of these energy sources to power the human activity is unsustainable because of limitless of the resources and the hazardous emissions and wastes that they generate. That is why since few decades ago the wind power became one of the best-positioned renewable energy in terms of costs effectiveness as a viable alternative to the energetic model based on pollutant fossil fuels. This technology was firstly developed and implemented on those countries with a traditional environmental conscientiousness, but as the global warming issue increased new countries were interested to use wind power as a clean and sustainable energy source. The growing wind power demand of developing countries has changed in few years the entire industry, because new local manufacturers have appeared thanks to the government renewable policy, which main objective is to develop a strong domestic wind power industry capable of lead the world transformation to a clean energy model. The thesis defines the most commons renewable energy policies, and focus in the policy used in China with the aim to analyze if it is promoting or damaging the expansion of wind power use because of the priority is protect its own domestic wind power industry from international firms. The conclusions are that those protectionist policies are useful in the early stage of the industry development but the government must know the exact moment in which these subsidies and supporting mechanisms become counterproductive. If those are used during a prolonged period, then companies become dependent on subsidies and don't act like in free markets where the innovation is the key to gain and maintain sustainable competitive advantage.

Moreover, if introduced unilaterally by a given country, they may reduce the competitiveness of domestic firms. These arguments are generally based on the assumption that environmental protection has to be achieved through the introduction of emission charges (e.g. a carbon tax). However, three issues need to be raised: first, the tax is not the only policy instrument - and is not the most efficient one - that can be used to reduce polluting emissions; secondly, even when a tax policy is implemented, it is important to assess the feedback effects induced by recycling the tax revenue; thirdly, and most importantly, the role of technical progress cannot be neglected. Therefore, there may exist a policy mix that provides firms with the correct incentives to adopt energy - saving technologies and to invest in environment - friendly R & D. The first two issues have partly been explored both in the theoretical and empirical literature. The third issue, i.e. the role of incentives to technical progress, still lacks adequate quantitative assessment. This is why a new model has been developed which endogenizes technical progress and its effects and feedbacks on economic, energy and environmental variables. Using WARM, an econometric general equilibrium model for the European Union and for each member country, this paper presents simulation results up to 2015 of the effects of some industrial-environmental policies which are aimed at protecting the environment without necessarily damaging competitiveness and economic growth. The results show that policies that stimulate environmental R & D, technological innovation and diffusion may provide firms with the correct incentives to avoid damaging the environment, while preserving their competitiveness in the market. Moreover, such a policy, based both on R & D subsidies and on innovation incentives, may not worsen the public-sector budget balance, as a result of the positive effects on economic growth.

After twenty-five years of failure, climate negotiations continue to use a “pledge and review” approach: countries pledge (almost anything), subject to (unenforced) review. This approach ignores everything we know about human cooperation. In this book, leading economists describe an alternate model for climate agreements, drawing on the work of the late Nobel laureate Elinor Ostrom and others. They show that a “common commitment” scheme is more effective than an “individual commitment” scheme; the latter depends on altruism while the former involves reciprocity (“we will if you will”). The contributors propose that global carbon pricing is the best candidate for a reciprocal common commitment in climate negotiations. Each country would commit to placing charges on carbon emissions sufficient to match an agreed global price formula. The contributors show that carbon pricing would facilitate negotiations and enforcement, improve efficiency and flexibility, and make other climate policies more effective.
