The Radiance of France asks how it happened that technological prowess and national glory (or “radiance,” which also means “radiation” in French) became synonymous in France as nowhere else. To answer this question, Gabrielle Hecht has forged an innovative combination of technology studies and cultural and political history in a book that, as Michel Callon writes in the new foreword to this edition, “not only sheds new light on the role of technology in the construction of national identities” but is also “a seminal contribution to the history of contemporary France.” Proposing the concept of technopolitical regime as a way to analyze the social, political, cultural, and technological dynamics among engineering elites, unionized workers, and rural communities, Hecht shows how the history of France's first generation of nuclear reactors is also a history of the multiple meanings of nationalism, from the postwar period (and France's desire for post-Vichy redemption) to 1969 and the adoption of a “Frenchified” American design. This paperback edition of Hecht's groundbreaking book includes both Callon's foreword and an afterword by the author in which she brings the story up to date, and reflects on such recent developments as the 2007 French presidential election, the promotion of nuclear power as the solution to climate change, and France's aggressive exporting of nuclear technology.

Book excerpt: Consumer (co-)ownership in renewable energy (RE) is essential to the overall success of Energy Transition. In June 2018, the European Union agreed on a corresponding enabling framework as part of a recast of the Renewable Energy Directive (RED II). The transposition of these comprehensive rules – in particular those on local RE communities – requires developing, implementing and rolling out business models that broaden the capital participation of consumers. The challenge is to include municipalities and/or commercial investors like SMEs and advance to economies of scale while retaining the benefits of individual consumer participation. This book is addressed to energy consumers in local communities, their municipalities and to the policy makers who represent them. Additionally, non-EU countries, in particular those where rural areas have limited access to energy, e.g. in Asia, Africa and Latin America, may be interested in the benefits of consumer ownership. While demand for energy in developing countries is growing, access to energy is crucial for improving the quality of life. The editor of this book presents a new model of consumer ownership in RE for both the EU and countries worldwide. Part One describes the rationale for consumer ownership in RE with regard to social, organizational, legal and financial conditions. Part Two discusses the issue of financing RE and introduces a new financing technique, the Consumer Stock Ownership Plan (CSOP), comparing it to traditional models. Part Three provides 18 country studies from Europe, North America, South America and Asia, organized so as to enable a cross-country comparison of policy approaches and feasibility. Policy recommendations are based on the results of this survey. Part Four summarizes, compares the best practice cases, presents a cost-benefit analysis of “prosumage” and against this background evaluates the impact on future policy.

Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. This process supports energy policy development and encourages the exchange of international best practices and experiences. In 2019, France put its target to reach net zero emissions by 2050 into law and updated its energy transition framework the following year with a new National Low-Carbon Strategy and 10-year energy plan. However, France's energy transition has experienced significant delays, and implementation remains challenging despite the many reforms underway. Moreover, new European Union climate goals will compel the French government to upgrade its 2030 targets and track progress more stringently. For decades, French power generation has produced a relatively low level of carbon dioxide emissions compared with similar economies, owing to the significant share of nuclear energy. However, the country's nuclear fleet is ageing, and overall emissions are rising because energy consumption across the economy as a whole remains dominated by fossil fuels, notably in transport. Maintaining low-carbon power generation as a base for further decarbonisation and electrification requires timely decisions on the future electricity mix and accelerated investments. France's economic recovery plan from the Covid-19 crisis and its 2030 investment plan will help accelerate its energy transition by driving progress in sustainable mobility, building retrofits and hydrogen. This report includes a series of recommendations to support France's efforts to tackle these challenges and to meet its energy and climate goals.
