Book excerpt: The purpose of this study was to perform a complete energy audit and analysis of William Beaumont Army Medical Center (WBAMC) under the guidelines of the Energy Engineering Analysis Program (EEAP) at Fort Bliss in El Paso, Texas. Project documentation was prepared for all economically feasible energy conservation opportunities (ECOs). A summary of the Scope of Work is as follows: (1) Perform a complete energy audit and analysis for the entire hospital facility. (2) Develop a metering plan for the facility. (3) Identify all ECOs and perform complete evaluations, including low cost/no cost items. (4) Prepare project documentation for all economically justifiable ECOs. (5) List and prioritize all recommended energy conservation projects. (6) Prepare a comprehensive report which documents the work accomplished, the results, and the recommendations.

Book excerpt: The CR5 Group Inc. is pleased to submit this report on Increments C, F and G of the Energy Engineering Analysis Program (EEAP) for Fort Sam Houston, Texas. Increments A and B were completed and the final reports were submitted in October 1983. This work was accomplished under Contract No. DACA63-79-C-O192 with three modifications. The associated volumes, general contents, level of completion and contract modification numbers are listed in TABLE ESl. The EEAP at Fort Sam Houston has been completed under a variety of Modifications and associated Scopes of Work and ECIP Guidances. For example, the original contract work was done under the 5 November 1979 Scope of Work and 7 November 1977 ECIP Guidance, while Modification POOOO6 was completed using the 22 September 1982 Scope of Work and 31 December 1982 ECIP Guidance. This has resulted in projects being analyzed using energy to cost (E/C) and benefit to cost (B/C) ratios of varying minimums as well as Savings to Investment (SIR) ratios. Applicable analysis criteria is identified in each Volume.

Book excerpt: This is a brief overview of a report which consists of nine volumes and a set of appendices in which the EEAP results are presented. All calculational routines for the analyzed Energy Conserving Measures (ECM's) are either explicitly presented or the computer code employed is referenced. The purpose of the presentation is to allow others to follow the procedures in a straight-forward manner. Costs of implementing an ECM are also shown, broken out by labor and material where applicable, referenced and adjusted to the Fort Bliss market. Where appropriate, applicability lists have been prepared identifying where the ECM's are to be implemented. Additionally, ECIP Economic Analysis Summary Sheets, Detailed Cost Estimates and Life Cycle Cost Analysis Summary Sheets are included where appropriate. A brief overview of each volume is presented below.

It directs the Major Army commands to develop detailed implementation plans and funding documents. The National Energy Conservation Policy Act (NECPA) of 1978, directs that all facilities owned and operated by a Federal Agency must have all energy conservation retrofits performed by 1 January 1990. The Department of the Army, through the Corps of Engineers Baltimore, has contracted with Ewing Cole Cherry Parsky to provide the Energy Engineering Analysis Program (EEAP) at Fort George G. Meade under contract number DACA3l-82-C-0307. The results of the study are indicated in detail in the MAIN REPORT, Volume 2B of the Report. Back-up calculations are provided in Volume 4B of the Report.

This project has been executed as a part of the Department of the Army's Energy Engineering Analysis Program (EEAP). The overall objective of this project is to reevaluate selected projects from previous studies, to evaluate specific new projects, and to develop No Cost/Low Cost maintenance and repair type projects that will reduce energy consumption in compliance with the Army Facilities Energy Plan (AFEP). The 'Energy Conservation Investment Program (ECIP) Guidance', described in the letter from DAEN-ZCF-U, 4 March 1985 2 established criteria for ECIP projects and is utilized for performing the economic analyses of all Energy Conservation Opportunities (ECO's) and projects. Construction cost escalation to Program Year FY 1988 for OD Form 1391 submission is calculated using the guidelines contained in AR 415-17 and the latest applicable edition of the Engineer Improvement Recommendation System (EIRS) bulletin, which updates the Tri-Service MCP Index 3. The 11 General Scope of Work (GSOW) for an Energy Savings Opportunity Survey (ESOS)', HNDED-PM/ME, dated 12 March 1984, revised 10 July 1984 1, is used extensively in performing this study and is presented in Appendix C. This appendix also contains the "Detailed Scope of Work (DSOW)" 1 and the 'Prenegotiation Conference Minutes' which define the specific projects and buildings addressed in this study, as well as presenting the overall study methodology.

This work includes: (1) the review of previous studies, (2) re-evaluation of selected projects, (3) evaluation of selected energy conservation opportunities (ECO's), and (4) limited site surveys to evaluate selected buildings and areas. Included in the appendix of this report is the analysis of each ECO studied, the completed implementation documents with their supporting data, and the results of building computer simulations. Unless indicated otherwise, all buildings and areas addressed in this study are at Fort Sam Houston, Texas. Some of the buildings addressed in this study (P-6201, P-6202, P-6203, P-6204, and P-6215) are located at Camp Bullis. Camp Bullis is not contiguous with Fort Sam Houston and is located approximately 18 miles northwest of Ft. Sam Houston.

As a consequence, with the exception of certain housing and barracks buildings which can be extrapolated, the buildings selected by Fort Meade for study are atypical, and limit the extent of the analysis. Energy Conservation Investigations of Utilities and energy Distribution Systems, Energy Monitoring and Control Systems (EMCS), and Local Use of Available Waste Fuels in Existing Energy Plants. By Contract, the EMCS analysis for Increment B is limited to a general review of the problems with the existing system and an expression of Ewing Cole Cherry Parsky's opinion on what should be done with existing systems. Renewable Energy Projects. By Contract, Increment C is limited to solar studies only. Solar studies are not to include space heating or cooling. Facilities Engineering Conservation Measures Projects Identified in Increments A & B That Do Not Qualify Under ECIP Criteria.
