Book excerpt: This energy audit and analysis of Bassett Army Community Hospital has been prepared for the Alaska District, Corps of Engineers and is structured to meet the requirements of the Energy Engineering Analysis Program (EEAP). The scope of work under Contract No. DACA85-84-C-0018 is to provide a complete energy audit and analysis of the Hospital, Building 4065, including an hourly computer building simulation to model the energy performance of the building as well as the interactive and synergistic responses of the building and systems to recommended improvements. In addition to the above, a complete survey of all energy-consuming systems in the building is to be made to determine the condition of the equipment, operational procedures, adequacy of plant capacities and identify opportunities for efficiency improvements and heat recovery. Also to be evaluated is the potential savings of installation of and Energy Monitoring and Control System (EM CS), that would be stand-alone, but interface with any future base-wide EM CS.

It directs the Major Army commands to develop detailed implementation plans and funding documents. The National Energy Conservation Policy Act (NECPA) of 1978, directs that all facilities owned and operated by a Federal Agency must have all energy conservation retrofits performed by 1 January 1990. The Department of the Army, through the Corps of Engineers Baltimore, has contracted with Ewing Cole Cherry Parsky to provide the Energy Engineering Analysis Program (EEAP) at Fort George G. Meade under contract number DACA3l-82-C-0307. The results of the study are indicated in detail in the MAIN REPORT, Volume 2B of the Report. Back-up calculations are provided in Volume 4B of the Report.

Book excerpt: In February 1980, the Corps of Engineers, Norfolk District, initiated Contract No. DACA65-80-C-0003 with Reynolds, Smith and Hills, Architects-Engineers-Planners, Inc. of Jacksonville, Florida. This contract called for the performance of Energy Engineering Analysis Programs (EEAP) at three U.S. Army installations: Fort Devens, Massachusetts; Letterkenny Army Depot, Pennsylvania; and Seneca Army Depot, New York. The objective of these programs was the identification, evaluation and development of programming documents for energy conservation projects which meet the criteria of the Army's Energy Conservation Investment Program (ECIP) and other funding mechanisms. The basic contract was modified by the Corps of Engineers several times to include additional increments of energy-related studies at each of the three installations. Work performed thus far for Fort Devens has included the following increments: A - ECIP's for buildings and processes; B - ECIP's for utilities and energy distribution systems and EMCS; C - Solar and renewable energy systems; D - Wood-Fired Steam Generation Plant; E - Coal conversion; and G - Projects identified in Increments A & B that did not meet ECIP criteria In order to fulfill expanded requirements of the Army Facilities Energy Plan, the Corps of Engineers extended the contract with RS&H to include a detailed energy audit of the Cutler Army Community Hospital and Associated Facilities at Fort Devens, Massachusetts. The Associated Facilities are the Vail Dental Clinic and the Oral Health Center. The energy audit consists of a field survey, analysis of energy conservation opportunities, and development of 1391's and other programming documents for qualifying projects. The metering plan option was not included as part of this contract.

Prepare programming documentation for all energy conservation investment program projects including DD Form 1391, a life cycle cost analysis summary sheet with backup calculations, and a Project Development Brochure. Prepare implementation documentation for all justifiable energy conservation opportunities. List and prioritize all recommended energy conservation opportunities.

Book excerpt: This is the executive summary of an Energy Engineering Analysis Program (EEAP) Study that was conducted at the Noble Army Hospital, Fort McClellan, Alabama by the firm of BENATECH, INC. Work was begun on the hospital energy audit during November, 1983. The facilities investigated in this EEAP Study include the main hospital (building 292) and certain support facilities (buildings 1789, 1929, 2290 and 3211). The study was a special EEAP Hospital Energy Audit and indentified I ECIP Project, 3 non-ECiP Projects and 13 Energy Conservation Measures (ECMs). A total of 32 ECMs were investigated and 15 were not recommended. The Scope of Work (copy included in Appendix A, Volume II) for the hospital study required the performance of a comprehensive energy audit and analysis. If all of the 17 recommended projects and measures are implemented, a 2.3 percent reduction in basewide energy consumption would be realized. A four volume report has been prepared that describes in detail the work accomplished during the study. Volume I provides all the descriptive narrative for the report. Volume II contains a copy of the Scope of Work and ECO calculations. Volume III contains field survey data, current criteria, and BLAST printout. Volume IV contains programming documentation that was prepared for submittal to obtain funding on each recommended project.
