Book excerpt: This book explores how and why Mexico’s approach to the 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDG) implementation with the López Obrador administration is unsustainable and non-transformative, overshadowed by his vision of Mexico’s “Fourth Transformation”. Approached as a super mantra revolving around “Republican Austerity” and “First, the poor”, it provides original analysis of structural and conjunctural challenges facing Mexico as regards People-, Planet-, and Peace-centered development. The book reveals the promise “First, the poor” is inconsistent with data on Mexico’s poverty reduction (SDG1). Despite record-high spending on social programs and unmatched coverage, the recent tendency of improvement in tackling poverty is rather ambiguous from the perspective of multidimensional poverty. The book covers access to clean energy (SDG7), resilient infrastructure and sustainable industrialization (SDG9), and safeguarding biodiversity (SDG15) by examining three megaproject case studies: the oil refinery Dos Bocas, the Interoceanic Corridor of the Isthmus of Tehuantepec, and the Maya Train, generating concern with the economic, environmental, and social dimensions of sustainable development. The prospects for an ‘enabling environment’ for SDG implementation are hampered by persistently high levels of homicides and impunity (SDG16). Turning Mexico’s Armed Forces into ‘first development partner of choice’ is problematized as regards their reach in infrastructure megaprojects and social welfare programs, in the overall context of the ‘de-risking state’ favoring private capital. The result, as determined by Villanueva Ulfgard, has led Mexico further astray from sustainable and transformative development.

Renewable Energy Uptake in Urban Latin America examines the market and uptake of two sustainable energy technologies (solar water heaters and biogas to produce electricity) in two locations, Mexico City, Mexico and São Paulo, Brazil in the 2000s. Drawing from three systems-based analytical frameworks – including one developed by the author for the purpose of this study – the book examines the varying factors affecting the implementation of renewable energy technologies (RETs) in urban Latin America. These frameworks emphasize the importance of examining socio-political dimensions; rather than conventional explanations that focus on technical and economic aspects only. By doing so, the research improves explanations about renewable energy technology (RET) adoption in the global South. These findings are useful for scholars, policy makers and practitioners working on RET adoption; resulting in a book which helps to inform wider debates regarding innovation, decarbonization, sustainability transitions and energy system change. Book excerpt: This thesis develops two future scenarios for the possible development of the energy sector within México in order to achieve sustainability. Despite the fact that sustainability encompasses too many dimensions within the possible lines of development, in this study is assumed as a state where society's actions do not compromise the needs of future generations. To be more specific, it focuses on energy consumption as way to achieve it. The rationale behind this study lies under the potential impacts that climate change may enhance for future society's development; which has been mostly driven by an increase in GHG atmospheric concentrations as a result of human activities throughout the last years. Of such activities, energy use is considered to be the major contributor to such increase by the burning of fossil fuels. On the other hand, energy has also been perceived as a key element in society's development by enhancing quality of life. México is no exception in such trends; whereas its energy sector is compromised in its majority by fossil fuels. Thus, if sustainability is to be achieved in the long term, actions must start as soon as possible. Hence that the overall aim of this study is to stimulate decision-makers and society in general to take insight into what changes may be required to achieve sustainability within the Mexican energy sector. For this, an 85%-50% reduction in CO2eq emissions from the overall energy sector in México by the year 2050 from the 2000 levels is proposed. Thence two future scenarios are created, the Business As Usual (BAU), which pictures what may happen if we continue to develop under current trends, and; one normative scenario done by a backcasting approach, which envisions a sustainable energy sector throughout the previously stated aim in order to introduce a set of possible strategies on how to attain it.

These biophysical challenges are exacerbated by a highly mobile and dynamic population, volatile economic and policy conditions, increased exposure to extreme events, and urbanization on marginal, vulnerable lands. The U.S. National Academies of Sciences, Engineering, and Medicine collaborated with the Mexican Academy of Sciences, Academy of Engineering, and the National Academy of Medicine to plan a 2-day binational workshop, Advancing Sustainability of U.S.-Mexico Transboundary Drylands. The workshop goals were to highlight the challenges facing the region, assess the scientific and technical capacity that each nation can bring to bear in addressing these challenges, and identify new opportunities for binational research collaboration and coordinated management approaches in the advancement of sustainability science and development. This publication summarizes the presentations and discussions from the workshop.

'Low-Carbon Development for Mexico' estimates the net costs, greenhouse gas (GHG) emission reductions, and investment that would be needed to achieve a low-carbon scenario in Mexico to the year 2030. Among the key findings of the study are the following: Energy efficiency. Improving energy end-use efficiency in the industrial, residential, and public sectors is the least-cost option for reducing carbon emissions and can be achieved by accelerating current Mexican programs and policies. Supply efficiency and renewable energy. Mexico can lower the carbon intensity of the economy by improving the efficiency of energy supply in the electric power and petroleum industries, and by expanding the adoption of renewable energy technologies such as wind, biomass, small hydro, and geothermal. Public transport and vehicle fleet efficiency. Transport is the largest and fastest growing contributor of GHG emissions in Mexico, the majority of which comes from road transport. The greatest potential for reducing transport emissions lies with improving the quality and efficiency of urban transport, including more efficient vehicles and the design and organization of cities and public transport systems. Forestry significant potential with large co-benefits. Measures to reduce emissions from deforestation and forest degradation (REDD), along with afforestation and commercial plantations, are among the largest GHG mitigation options in Mexico, and could provide numerous social and environmental benefits in rural areas. By undertaking a limited number of low-carbon interventions that are technologically and financially viable today, Mexico could hold carbon emissions relatively constant over the coming two decades while maintaining a vigorous rate of economic and social development. The costs of such a program would be relatively modest, but would require a range of regulatory and institutional changes to achieve, especially in the energy and transport sectors.

Book excerpt: Mexico has started a number of efforts to develop adequate policy frameworks in several areas including the energy sector, transportation and industrial policies, and forestry and natural resources management. Its Climate Change Law and the National Strategy on Climate Change envision is changing the upward trend of its carbon dioxide emissions towards a total decline of emission of thirty percent by 2020, and fifty percent by 2050. Achieving these ambitious policy goals is challenging for the country and will require many distinct efforts to mainstream climate change in policy design. Careful economic analysis will be critical to effectively reduce emissions while allowing for sustainable development. The policy evaluated in the study is part of Mexico's policy framework to promote renewable energy. The Ministry of Energy in Mexico, SENER, has issued a Methodology to incorporate external costs of electricity generation. While external costs are not privative of fossil energy, the Mexican government has started this process by focusing on the external costs on health and climate change, two of the main impacts of energy use. The study analyzes the potential of this new policy to help Mexico in its energy and environmental goals. It is organized into five chapters: (i) Introduction; (ii) Mexico s Policy Context for Incorporating Externalities; (iii) Valuation of Externalities; (iv) Internalizing Externalities; and (v) Conclusion. Included are four annexes: Method to Value Externalities for Mexico's Electricity Generation; Investment Plan in the Power Sector in Mexico; Modeling Framework and Methodology; and Project Valuation with Environmental Externalities.
