In support of its finding, the commission identified five fundamental problems: (1) continuing management dysfunction; (2) poor collaboration between the science and security/counterintelligence communities; (3) lack of an effective system for risk-based security management practices; (4) inadequate investment in new tools and technologies for its security and counterintelligence programs; and (5) insufficient attention to cyber security.
