Book excerpt: The Consumer Expenditure (CE) surveys are the only source of information on the complete range of consumers' expenditures and incomes in the United States, as well as the characteristics of those consumers. The CE consists of two separate surveys: (1) a national sample of households interviewed five times at three-month intervals; and (2) a separate national sample of households that complete two consecutive one-week expenditure diaries. For more than 40 years, these surveys, the responsibility of the Bureau of Labor Statistics (BLS), have been the principal source of knowledge about changing patterns of consumer spending in the U.S. population. In February 2009, BLS initiated the Gemini Project, the aim of which is to redesign the CE surveys to improve data quality through a verifiable reduction in measurement error with a particular focus on underreporting. The Gemini Project initiated a series of information-gathering meetings, conference sessions, forums, and workshops to identify appropriate strategies for improving CE data quality. As part of this effort, BLS requested the National Research Council's Committee on National Statistics (CNSTAT) to convene an expert panel to build on the Gemini Project by conducting further investigations and proposing redesign options for the CE surveys. The charge to the Panel on Redesigning the BLS Consumer Expenditure Surveys includes reviewing the output of a Gemini-convened data user needs forum and methods workshop and convening its own household survey producers workshop to obtain further input. In addition, the panel was tasked to commission options from contractors for consideration in recommending possible redesigns. The panel was further asked by BLS to create potential redesigns that would put a greater emphasis on proactive data collection to improve the measurement of consumer expenditures. Measuring What We Spend summarizes the deliberations and activities of the panel, discusses the conclusions about the uses of the CE surveys and why a redesign is needed, as well as recommendations for the future.

The purpose of the analysis is to uncover evidence of variations in energy consumption and expenditures, and patterns of energy use between majority households (defines as households with neither a black nor Hispanic head of household), black households (defined as households with a black head of household), and Hispanic households (defined as households with a Hispanic head of household) between 1980 (time of the first DOE/EIA Residential Energy Consumption Survey, 1982a) and 1987 (time of the last DOE/EIA Residential Energy Consumption Survey, 1989a). The analysis is three-dimensional: energy consumption and expenditures are presented by time (1980 to 1987), housing vintage, and housing type. A comparative analysis of changes in energy variables for the three population groups -- majority, black, and Hispanic -- within and between specific housing stock categories is presented.

Book excerpt: The collective approach to household behaviour models the household utility function as the weighted average of the utilities of the individual members of the household. These weights, which measure the relative bargaining power of males and females within the household, are generally regarded as fixed and exogenous. The paper extends the collective approach and estimates a model where the weights are endogenously determined. The novelty of the analysis lies in the simultaneous equations estimation of the bargaining power and the budget share equation that allow for the endogeneity of the power variable in the examination of its impact on the budget share of the various items. The estimation is conducted using data from the 1998-99 Australian Household Expenditure Survey data set. The relative bargaining power of males and females have statistically significant effects on household expenditure patterns. The analysis reveals some interesting non-monotonic relationships between relative power and budget shares that vary a great deal between commodities.

Book excerpt: Gender roles in household consumption patterns have been studied in the literature in relation to two models of household behavior; household production model and the unitary versus non-unitary models of the family decision making. The implications of the first model relate to the changes in household expenditure patterns as a result of the withdrawal of the wives from the traditional gender responsibilities at home due to their involvement in paid-labor activities. The studies testing the unitary model of the family behavior, on the other hand, concentrate on the changes in the expenditure patterns resulting from the diverging preferences of the wives together with their increasing bargaining power as their control over the household resources increases. This paper attempts to test the implications of both models utilizing data on working-couple households drawn from the 2003 Household Budget Survey compiled by Statistics Institute of Turkey. For this purpose, four distinct household expenditures -- Food Away from Home (FAFH), Processed Food, Personal Care and Recreation-and-Culture -- are analyzed by employing Tobit model as the estimation method. The results of the study of two-earner households indicate that the wage rates of the wife and the husband have no statistically different effects on the FAFH, processed food and recreation and-culture expenditures while the wage rates of the spouses have diverging effects on the personal care expenditures, holding a set of demographic variables constant. Therefore, the Turkish data reveal that the unitary household decision making is valid in the case of goods that are likely to be consumed collectively by the household members whereas the non-unitary household decision making framework is supported in the case of goods that are likely to be consumed separately by the family members. In relation to household production model, our estimation results depict that when hours of work of spouses increase FAFH and Processed Food expenditures increase on average, controlled for a set of demographic variables. However, this increase cannot be solely attributed to the gender roles of spouses but expenditures are likely to increase because both spouses are time constrained.
