This report presents that assessment. It covers a number of important research goals for solar and space physics. The report is complementary to the NRC report, The Sun to the Earthâ€"and Beyond: A Decadal Research Strategy for Solar and Space Physics, which presents priorities and strategies for future program activities.

Book excerpt: Angular distribution studies based on the low latitude Pioneer 10 data and a confirmatory analysis of Pioneer 11 data show that there exists a region in the near equatorial Jovian magnetosphere within which energetic electrons form strongly field aligned and bisymmetric pitch angle distributions ('dumbbell' distributions). This region encompasses the transition zone between the dipolar inner magnetosphere and the highly distended magnetodisc. The angular distributions of energetic protons in this same region are approximately isotropic. The existence of a significant asymmetry in the field aligned component of the particle distributions in the high latitude regions of this L-space is discussed.

Available in PDF, EPUB and Kindle. Book excerpt: Long-lived upstream energetic ion events at Jupiter appear to be very similar in nearly all respects to upstream ion events at earth. A notable difference between the two planetary systems is the enhanced heavy ion compositional signature reported for the Jovian events. This compositional feature has suggested that ions escaping from the Jovian magnetosphere play an important role in forming upstream ion populations at Jupiter. In contrast, models of energetic upstream ions at earth emphasize in situ acceleration of reflected solar wind ions within the upstream region itself. Using Voyager 1 and 2 energetic (>approx. 30 keV) ion measurements near the magnetopause, in the magnetosheath, and immediately upstream of the bow shock, we examine the compositional patterns together with typical energy spectra in each of these regions. We find characteristic spectral changes late in ion events observed upstream of the bow shock at the same time that heavy ion fluxes are enhanced and energetic electrons are present. A model involving upstream Fermi acceleration early in events and emphasizing energetic particle escape in the prenoon part of the Jovian magnetosphere late in events is presented to explain many of the features in the upstream region of Jupiter.

Book excerpt: Detailed analysis of the University of Iowa Pioneer 10 data using several design features of the instrument to accomplish particle species identification shows that the observed counting rates within the magnetosphere of Jupiter were caused primarily by electrons, E sub e> 0.06 MeV. This identification holds for the magnetodisc region (r approximately = or (R sub j), Jovian radii) as well as for the central magnetosphere (r approximately = or (R sub j)), as reported previously by Van Allen et al. (1974). Absolute omnidirectional intensities of electrons in the magnetodisc are presented for five integral energy ranges: E sub e 0.06, 0.55,> 5,> 21, and> 31 MeV.

The book provides a broad synthesis of current understanding of CIRs, which form at the interface between the fast solar wind originating in the northern and southern coronal holes and the slow solar wind that originates near and within coronal streamers surrounding the heliomagnetic equator. CIRs are the dominant structure in the heliosphere near and beyond Earth on the declining phase and near the minimum of the 11-year solar activity cycle. Particles energized at the shocks that bound CIRs at heliospheric distances beyond the orbit of Earth are the dominant energetic particle population observed in the outer heliosphere at these times. Book excerpt: The importance and actuality of the geomagnetospheres research are based on the following three factors: 1. The geomagnetosphere is the nearest giant natural laboratory, where it is possible by multiple satellites and ground measurements to investigate in detail many different plasmas and energetic processes in space; these are caused by the interaction of high kinetic energy solar wind plasmas and their perturbations (Coronal Mass Ejections - CME, Interplanetary Shock Waves ISW, Interplanetary Interaction Regions IIR) frozen in Interplanetary Magnetic Fields (IMF) with the rotated main geomagnetic field. This interaction leads to a dynamic transformation in magnetic fields in the geomagnetosphere, generation and trapping of high energy particles (which are also called Magnetospheric Cosmic Rays MCR), and generation of instabilities and electromagnetic radiations. These processes are in principle similar to processes in magnetospheres of other planets and their moons, in the atmosphere of the Sun and other stars, in interplanetary and in interstellar space, and in many different astrophysical objects. Put simply, this research is an important basis for fundamental space and astrophysical science. 2. In modern times, technology, economics, navigation, television, internet, radio connections, military and all aspects of peoples lives on our planet are strongly connected with the work of many satellites moving inside the geomagnetosphere. Different processes and MCR in the geomagnetosphere influence satellites often lead to satellite malfunctions and sometimes fully destroying them. The described research can be considered as a basis for developing methods of forecasting dangerous situations for satellites in different orbits, and to decrease the risk of satellite malfunction and loss. 3. The interaction of CME, ISW, and IIR with the geomagnetosphere leads to the generation of big magnetic storms accompanied with Forbush decrease and precursory effects in Galactic Cosmic Ray (GCR) intensity. These magnetic storms are dangerous not only for satellites, but also on the Earths surface for technology, radio connections, car accidents, and human health (e.g., increasing frequency of infarct myocardial and strokes). Investigations of magnetic storm causes can help to develop methods of their forecasting and decrease the level of magnetic storm hazards. Therefore, the other practical application of this research is connected with the problem of space weather influence on the technology, radio connections, navigation, transportation, and human health on Earth in regards to altitude and latitude.

Book excerpt: A major objective of the International Space Station is learning how to cope with the inherent risks of human spaceflightâ€"how to live and work in space for extended periods. The construction of the station itself provides the first opportunity for doing so. Prominent among the challenges associated with ISS construction is the large amount of time that astronauts will be spending doing extravehicular activity (EVA), or "space walks." EVAs from the space shuttle have been extraordinarily successful, most notably the on-orbit repair of the Hubble Space Telescope. But the number of hours of EVA for ISS construction exceeds that of the Hubble repair mission by orders of magnitude. Furthermore, the ISS orbit has nearly twice the inclination to Earth's equator as Hubble's orbit, so it spends part of every 90-minute circumnavigation at high latitudes, where Earth's magnetic field is less effective at shielding impinging radiation. This means that astronauts sweeping through these regions will be considerably more vulnerable to dangerous doses of energetic particles from a sudden solar eruption. Radiation and the International Space Station estimates that the likelihood of having a potentially dangerous solar event during an EVA is indeed very high. This report recommends steps that can be taken immediately, and over the next several years, to provide adequate warning so that the astronauts can be directed to take protective cover inside the ISS or shuttle. The near-term actions include programmatic and operational ways to take advantage of the multiagency assets that currently monitor and forecast space weather, and ways to improve the in situ measurements and the predictive power of current models.
