Of Federal landholdings, those managed by the Department of Defense (DoD) harbor the most endangered or threatened species. Those lands also contain large numbers of species at risk-those that are imperiled but not yet listed as endangered or threatened by the U.S. Fish and Wildlife Service (USFWS) (NatureServe 2004). These species, also known as threatened, endangered, and at-risk species (TER-S) are an important element of natural resource management. For species that are not listed as Federally endangered or threatened, effective and proactive management of species at risk can prevent listing, reduce management costs, and protect biodiversity while insuring that critical military training is not disrupted (NatureServe 2004). Two endangered vertebrate species and several candidate species are known or have the potential to occur in the eastern portion of the Barry M. Goldwater Range (BMGR-East) in southern Arizona.

Book excerpt: This report is the result of a cooperative effort by the Rocky Mountain Research Station and the USDA Forest Service Region 3, with participation by the Arizona Game and Fish Department and the Bureau of Land Management. It assesses the state of knowledge related to the conservation status of the cactus ferruginous pygmy-owl in Arizona. The population decline of this owl has been attributed to the loss of riparian areas before and after the turn of the 20th century. Currently, the cactus ferruginous pygmy-owl is chiefly found in southern Arizona in xeroriparian vegetation and wellstructured upland desertscrub. The primary threat to the remaining pygmy-owl population appears to be continued habitat loss due to residential development. Important information gaps exist and prevent a full understanding of the current population status of the owl and its conservation needs.

Updated as of May 29, 2018 We, the U.S. Fish and Wildlife Service (Service), announce 12-month findings on petitions to list 10 species as endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). After a review of the best available scientific and commercial information, we find that listing the Huachuca-Canelo population of the Arizona treefrog, the Arkansas darter, black mudalia, Highlands tiger beetle, Dichanthelium (=panicum) hirstii (Hirst Brothers' panic grass), two Kentucky cave beetles (Louisville cave beetle and Tatum Cave beetle), relict leopard frog, sicklefin redhorse sucker, and Stephan's riffle beetle is not warranted at this time. However, we ask the public to submit to us at any time any new information that becomes available concerning the stressors to any of the 10 species listed above or their habitats.
