Book excerpt: President Nixon with his Secretary of State, Henry Kissinger, developed the Paris Agreement Treaty that offered the United States “peace and honor "by bringing home American prisoners of war and ending combat operations for the U.S. armed forces. During this time frame, political scandals were underway around Nixon’s Watergate affair that involved Nixon’s direction of illegal activities and his efforts to cover up those crimes that led to Nixon’s resignation and Gerald Ford resuming title as President of the United States (POTUS). Now, the U.S. Navy was embarking on a large number of refugees and positioning itself towards the Philippines and Guam. The unexpected number of refugees that could pose a potential security concern worried the Navy and they made arrangements to offload many of them to both Guam and the Philippines. Medical attention was also provided to many of these refugees. You will also read about the recovery of the SS Mayaguez by the Henry B. Wilson guided missile destroyer that was able to intercept the Mayaguez ship as it entered into international waters. Among them was the necessity of bolstering French influence in the area in the face of mounting communist expansion. This expansion was intensified by the outbreak of the Korean War, making it necessary for the United States to revamp its Southeast Asian policy. During the French era, control of Vietnam's rivers, streams and canals became necessary. This led various factions to develop specialized military units heavily dependent on new types of river craft that could traverse the myriad waterways in Vietnam. The focal point of this study is a new assessment of the conduct of river warfare. Drawing on little-known French, Vietnamese and American sources and materials, it sheds light on an important aspect of the Vietnam War. Chapters also detail numerous aspects of river warfare not generally covered in other books on the subject.

The author identifies a unique aspect of the history of the Vietnam War and investigates gaps in the historical record through the use of primary source documents. Although the US withdrew military forces from Vietnam in 1973, many Americans stayed in either Vietnam or Cambodia until 1975, when Communist forces took over both countries. Evacuation plans for Cambodia and Vietnam evolved differently from 1973 to 1975 for a variety of factors. The evacuation of the US Embassy in Cambodia, known as Operation Eagle Pull, was prepared years in advance and limited to a modest number of US citizens. Evacuation operations in Vietnam spanned the country as the North Vietnamese Army moved south. Harsh lessons learned in Da Nang affected the final evacuation of Saigon, known as Operation Frequent Wind. Evacuations throughout Vietnam involved military aircraft from Military Airlift Command (MAC), 7th Fleet, the US Marine Corps, and Air America, as well as US Naval vessels. The US Embassy and Defense Attaché Office in Saigon played a pivotal role in coordinating evacuation operations between the various military players in addition to coordinating with the host nation. The goal of this thesis is to identify and assess the perceptions, conditions, and constraints that influenced US decision-making, and that yielded a mix of operational success and failure. The historical record of these events is relevant for contemporary strategy, providing examples of large-scale evacuation operations under complex and uncertain circumstances. The thesis concludes by highlighting lessons learned and offering recommendations for future evacuation operations."--Abstract.
