Unlike previous attempts, this book examines the change in India's performance over a 15-year period, compares the situation of women in India to that in its neighborhood and internationally, and rates each Indian state and union territory individually. The findings in this book are both provocative and incentivizing for policymakers--they show that where the central and state governments share concerns India's performance on gender has improved, but where they diverge women's condition has deteriorated even further.

Gender budgeting is an approach to budgeting in which governments use fiscal policies and administration to address gender inequality and women’s advancement. There is little quantitative study of its impact. Indian states offer a relatively unique framework for assessing the effect of gender budgeting. States with gender budgeting efforts have made more progress on gender equality in primary school enrollment than those without, though economic growth appears insufficient to generate equality on its own. The implications of gender budgeting for fiscal spending were more ambiguous.

It discusses the formation of state policy on gender and development in India in the post-1990 period through three key organising concepts of institutions, discourse, and agency. The book pays particular attention to whether the international policy language of gender mainstreaming has been adopted by the Indian state, and if so, to what extent and with what results. The author examines how these issues play out at multiple levels of governance – at both the national and the subnational (state) level in federal India. This comparative aspect is particularly important in the context of increasing autonomy in development policymaking in India in the 1990s, divergent development policy approaches and outcomes among states, and the emerging importance of subnational state development policies and programmes for women in this period. The author argues that the state is not a monolith but a heterogeneous, internally differentiated collection of institutions, which offers complex and varying opportunities and consequences for feminists engaging the state.
