Book excerpt: The Coastal Fisheries Initiative (CFI) programme – a global partnership between FAO, the UN Development Programme, the UNEnvironment Programme, Conservation International, the World Bank and the World Wide Fund for Nature – has developed three legacy Global Knowledge Products to consolidate experience and lessons learned and to make its successful approaches and tangible impacts sustainable beyond the end of its five-year cycle. This e-book is the second of the series and is aimed at national and international policymakers, practitioners and development agencies. A key element of the CFI is the promotion of gender equity and equality in small-scale fisheries (SSF) given that these value chains employ 45 million women globally. However, their arduous work is often informal, underpaid and overlooked in policymaking. Addressing inequalities in women’s influence over coastal fisheries governance is essential. They have a fundamental right to take part in decisions about sustainability, conservation and the management of resources that directly affect their lives. Women also have a critical contribution to make to improve fisheries practices because their decisions and choices can affect how fishing is carried out, what and how much fish is caught, and how that fish is converted into food or income. This e-book describes successful CFI activities and approaches to empowering women in SSF to become leaders and entrepreneurs and to better their lives and livelihoods and those of their communities, while also promoting an enabling environment for gender equity and equality in SSF through participatory legal and policy reform.

Book excerpt: Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.

Book excerpt: In March 2020, a regional inception workshop was held in Ghana a project of the Food and Agriculture Organization of the United Nations (FAO) and the Norwegian Agency for Development Cooperation (Norad) entitled Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives. This is the report from the workshop. The project promotes the application of the principles of the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (the SSF Guidelines) in FAO member countries and regions. The project end date was originally in December 2019 but was extended for another year into 2020 to focus on the issue of empowering women in fisheries for sustainable food systems. Accordingly, the project will support women in small-scale fisheries, particularly in the postharvest sector, with a view to improving food security and nutrition and promoting gender equality. In 2020, related activities will begin in Ghana, Malawi, Sierra Leone, Uganda and the United Republic of Tanzania. The project will also support sharing lessons learned and good practices, and it will help to strengthen institutional structures at the regional and global levels.

These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This document includes nine studies showcasing applied practices and successful initiatives in support of enhancing small-scale fisheries value chains, post-harvest operations and trade, based on the recommendations contained in the SSF Guidelines. Cases presented have been chosen on the basis that they can be emulated elsewhere by small-scale fishery proponents including, but not limited to, national administrations, non-governmental organizations, civil society organizations, private enterprises, development agencies and intergovernmental bodies. An analysis of enabling conditions as well as related challenges and opportunities are discussed in each case. The document supports the 2030 Agenda for Sustainable Development – specifically SDG 14.b: “provide access for small-scale artisanal fishers to marine resources and markets”; and SDG 2.3: “by 2030 double the agricultural productivity and the incomes of small-scale food producers, particularly women, indigenous peoples, family farmers, pastoralists and fishers, including through secure and equal access to land, other productive resources and inputs, knowledge, financial services, markets and opportunities for value addition and non-farm employment”.

Book excerpt: Upon request of the U.S. Agency for International Development (USAID), the International Food Policy Research Institute (IFPRI) conducted this study to support USAID in assessing the state of empowerment and gender parity of men and women along the agricultural value chain in the Feed the Future (FTF) Zone of Influence (ZOI) in Bangladesh. Specifically, IFPRI’s Policy Research and Strategy Support Program (PRSSP), funded by USAID, piloted the modified Women’s Empowerment in Agriculture Index (WEAI) survey instruments in 10 upazilas (sub-districts) within the FTF ZOI across 1,200 households, which broadly belong to three economic activities of interest: (1) agricultural production, (2) agricultural entrepreneurship, and (3) agricultural sector employment. The quantitative survey was complemented by qualitative research to glean further insights into the facilitators and constraints of empowerment among various actors in the agricultural value chain. The data and analysis generated from this WEAI for Value Chain (WEAI4VC) study may inform USAID’s selection and design of interventions that may, in turn, maximize its programmatic impact on women and men’s empowerment as producers, entrepreneurs, and wage employees.

Book excerpt: Post-harvest challenges faced by small-scale fisheries stakeholders have been the focus of numerous projects, programmes and investments in Africa. Many of these initiatives have aimed to benefit women, who often dominate processing and trade activities. This report provides a summary of key findings from a desk review and primary data research that has aimed to identify successful post-harvest initiatives related to infrastructure design and management, improved post-harvest technology, value addition and access to finance. The examples described could be used by development practitioners and policy makers to inform the direction, design and implementation of future post-harvest fisheries initiatives. The use of locally made fish boxes to improve on board handling and the use of drying racks are described. And although the intention was to focus on small-pelagic fish value chains, some of the examples have a more general application such as those for infrastructure, value addition and the microfinance models that are included. It is important to note that this is not a definitive study and that the focus has been primarily on initiatives is Ghana, Malawi, Senegal, Sierra Leone, Tanzania and Uganda. The report and guidance align with and aim to support the implementation of the FAO Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The guidelines promote the role of SSFs in food security and nutrition, the right to adequate food, equitable development and poverty alleviation, and to the provision of decent work for fishers and fish workers.

Book excerpt: Through the FAO-NORAD project, survey data was used to “map” women’s organizations and assess their present capacities and needs in the small-scale fisheries sector. Data collection for this study (herein referred to as the Women’s SSF Mapping Assessment) in Ghana focused on six regions: Western, Central, Eastern, Greater Accra, Volta and Oti. Across these regions, a total of 46 surveys were collected between 23 September and 5 November 2020 (for a full overview of the study methods, see Appendix 1). The results of this study and related recommendations for capacity enhancement activities were later validated by stakeholders at the National Inception and Consultative Workshop held on 20–23 April 2021 in Winneba in the Central region. The workshop was attended by 59 participants, including fish processors drawn from ten project communities; officers from the Fisheries Commission and other partner agencies, including the Food and Drugs Authority (FDA) and the Food Research Institute (CSIR-FRI); and civil society organizations and local non-governmental organizations (NGOs). Each of the ten communities were represented by two processors who participated in project-related surveys (e.g. the study’s baseline assessment) and a leader from at least one women’s small-scale fisheries group. In addition, women’s small-scale fisheries group leaders at the district, regional and national levels were also invited. In all, 30 fish processors and leaders participated in the validation process.
