Book excerpt: The purpose of this project is to develop low cost, easily accessible educational parent workshops for Spanish-speaking parents of students with disabilities, in order to empower them become better advocates and participate more actively in the development of the Individualized Educational Program (IEP) and in the overall education of their children. Special education laws mandate that parents be involved in the development of IEPs. In addition, all research indicates that parent involvement is the pivotal to student success. This project focuses on educating Spanish-speaking families about special education in the U.S., the IEP process, parental rights, and ways in which to establish positive relationships with key school personnel in order to promote student success. Topics such as IEP timelines, qualifying disability categories, evaluation and assessments, special factors, related services, and statewide assessment accommodations are included in the video workshops.

The workshops were designed to inform parents about the IEP process, their right to question the process and solicit help from a Spanish speaking Special Education Teacher. The workshops developed for this project will be helpful in informing and empowering Spanish speaking parents to participate in their students' IEP process because they will have been given the questions to ask, the language to use and the understanding that it is their right to pursue the very best education for their children.

Book excerpt: The focus of this study was to understand the challenges that Latino students and their parents face through their participation in and transactions with educational school systems. In addition, the study focused concepts related to building positive home-school connections between teachers, parents and community. Suggestions for and implementing strategies are provided. Information and suggestions on how schools can provide opportunities for Latino parents to gain access to important school related resources are considered. This project informs local educational agencies about considerations for school policies and procedures that are designed to foster the creation of meaningful school-to-home partnerships. A total of 128 parent involvement surveys were analyzed for this research. Each survey consisted of 15 questions carefully selected to elicit responses regarding Latino parents' perception of the schools' attempts to involve parents in their children's schooling, as well as their own active involvement in the school system. According to the findings, schools in this study have applied many of the research-based practices for empowering Latino parents, including formally welcoming parents, translating documents into Spanish, encouraging parents to contribute their thoughts and opinions, and providing opportunities for parents to volunteer in schools. Parents in this study indicated desire to get involved in their children's education. The data gathered from parent surveys along with research collection was used to inform the creation of the toolkit found in the appendix.

Book excerpt: Thirty-seven parents or primary caregivers of students receiving special education services in three school districts in central Florida participated in the study. Before and after the workshops, participants completed a three-part survey in which they gave demographic information, responded to 50 multiple choice test questions related to the IEP process, and answered 10 open-ended questions related to their involvement in their children's education. Participants also completed an evaluation at each of the workshops indicating which of the workshop's components influenced their decision to participate. Finally, participants' children's teachers completed the Parent/Family Involvement Index (P/FII) before and after participating in the workshops. The P/FII is a measure of parent involvement in their children's special education services as perceived by their children's teachers. Following data collection, quantitative statistical analysis was completed using descriptive statistics to examine if TENFEE's components supported the participation of the targeted population to the workshops. A Paired Sample t-test was calculated to evaluate any differences in participants' IEP knowledge survey test scores before and after the workshops as well as differences in teachers' P/FII scores before and after the workshops. Multiple Regressions were conducted to determine if participants' demographic characteristics influenced IEP knowledge survey test scores and/or P/FII scores.

Book excerpt: This study examined the experiences that Culturally and Linguistically Diverse (CLD) Latino parents of children with Autism have had in working with school systems. The sample consisted of 3 families with children in grades kindergarten through third grade. The parents interviewed in all families were mothers of male children with Autism. This case study used narrative research methods to examine the personal stories of Latino parents of elementary age students with ASD who are currently attending schools in urban communities predominantly composed of CLD families. Parents participated in two individual interviews and a platica, which were all composed of a structured series of questions. The data collected through these interviews and platica helped create a story for each participant. Additionally, educational documents acquired through the families were reviewed and analyzed. There were numerous factors found impacting the experiences of these Latina mothers. This study exposed that special education professionals need to improve the quality, consistency, and tactful approaches in collaboration with CLD Latino families. By investigating the perspectives and experiences these Latina mothers had, this aimed to describe specific occasions in which these parents felt marginalized and disengaged. Some of these factors included cultural differences, language barriers, available parent participation, lack of advocacy skills, and parent confidence level.

Book excerpt: In California, numerous Hispanic monolingual families with children who qualify for Special Education services experience various types of barriers that prevent meaningful participation in their children's education and IEP development. Barriers include linguistic differences, lack of accurate and accessible information that results in an incomplete understanding of the U.S. education system, poor quality of interpreters, as well as a mismatch between parent culturally-based views of disability and the academically based views of disability by American educators. As a means of identifying any gaps between theory and practice, the researcher specifically observed the experiences of Hispanic monolingual families during the IEP process. The research posits included: (a) Identify how educators can facilitate parental involvement of Hispanic monolingual families in the IEP process; (b) Identify how the existing IEP structures might hinder Hispanic monolingual families' participation in the IEP process and steps educators can take to facilitate such participation; and (c) Examine what Hispanic monolingual families have experienced in the past during the IEP meeting. These questions were addressed and answered through the design and production of a Spanish parent booklet by the author who targeted these specific goals for the support of Hispanic monolingual families. The project Spanish pamphlet describes various aspects of the IEP process, an introduction to special education disability definitions, the summary of parent procedural safeguards, description of the student study team, and education assessment, the IEP team members, the referral process and the evaluation team, and important resources. The development of the project provided needed information and resources to Hispanic parents in their native language.

The PowerPoint presentation elaborates on the description of each special education service, the various professionals who determine the need for the service, the student who benefits from the service, and how the service goes into effect. The information included on the PowerPoint slides was retrieved from the California Department of Education website. Research shows that Hispanic parents benefit to a great extent from special education informational sessions which are designed in a supportive manner (Gershwin, Milian, & Lopez, 2009). Hispanic families have reported receiving emotional support from the Hispanic group and benefited from having v access to critical sources of information (Gershwin, Milian, & Lopez, 2009). Similar research with culturally and linguistically diverse groups has reported stronger and more effective special education advocacy resulting from parents attaining greater knowledge of parental rights, IEP content, and interacting with other parents of children with disabilities (Trainor, 2010). Providing opportunities for Hispanic parents to develop essential resources, in conjunction with being lead by other individuals in their native language strengthens overall resources parents bring with them to their partnership with school professionals (Bourdieu, 1986).
