Book Federal Agency Employment Strategies a Framework for Disability Inclusion

Download or read book Federal Agency Employment Strategies a Framework for Disability Inclusion written by U. S. Department U.S. Department of Labor and published by CreateSpace. This book was released on 2014-11-01 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal agencies need talented workers to meet new challenges and complete new missions in the 21st century. Currently, there is an underutilized community of talented individuals who want to work and specifically want to work for the Federal Government. In order to better utilize this untapped pool of talent, on July 26, 2010, President Obama signed Executive Order (EO) 13548 on Increasing Federal Employment of Individuals with Disabilities to mark the 20th anniversary of the signing of the Americans with Disabilities Act (ADA). The EO works to establish the Federal Government as a model employer of individuals with disabilities and to improve efforts to employ workers with disabilities through increased recruitment, hiring, advancement, and retention of these individuals. It requires Federal agencies to increase the hiring of people with disabilities by 100,000 over the next five years. EO 13548 is not an isolated effort, but works in coordination with EO 13518 on Employment of Veterans in the Federal Government issued on November 9, 2009; Presidential Memorandum on The Presidential POWER Initiative: Protecting Our Workers and Ensuring Reemployment issued on July 19, 2010; and EO 13583 on Establishing a Coordinated Government-wide Initiative to Promote Diversity and Inclusion in the Federal Workforce issued on August 18, 2011, to recruit, hire, and retain workers with disabilities. EO13583 directs Federal departments and agencies to develop and implement a more comprehensive, integrated, and strategic focus on diversity and inclusion as a key component of their human resources strategies. These Executive Orders augment and complement the requirements under Section 501 of the Rehabilitation Act and implementing regulations and Management Directive 715 (MD-715) requiring Federal departments, agencies, and instrumentalities in the executive branch to prepare an affirmative action program for the hiring, placement, and advancement of individuals with disabilities. Due to the implementation of promising and emerging practices by Federal agencies, more people with disabilities work for the Federal Government now than in the past 20 years. In Fiscal Year (FY) 2011, there were 204,189 employees with disabilities working for the Federal Government, or 11 percent of the Federal workforce. Of these, 18,738 joined the Federal workforce that year, representing 14.7 percent of all new hires. Despite this progress, there is still a great deal of work to be done. In FY 2011, there were 17,845 people with targeted disabilities working for the Federal Government, or 0.96 percent of the Federal workforce. Of these, 1,122 joined the Federal workforce that year, representing 0.88 percent of new hires. To meet the requirements under EO 13548, there are still approximately 60,000 people with disabilities that need to be hired in FY 2012, FY 2013, and FY 2014. Federal Agency Employment Strategies: A Framework for Disability Inclusion identifies existing, promising, and emerging proactive and dynamic employment strategies and practices for recruiting, hiring, advancing, and retaining qualified individuals with disabilities. This tool can assist Federal agencies in making their workplaces inclusive of and welcoming to people with disabilities.

Book Creating a Roadmap Out of Poverty for Americans with Disabilities the Relationship of the Employment and Training Administration s Workforce Development System and Local Asset Building Coalitions

Download or read book Creating a Roadmap Out of Poverty for Americans with Disabilities the Relationship of the Employment and Training Administration s Workforce Development System and Local Asset Building Coalitions written by U. S. Department U.S. Department of Labor and published by CreateSpace. This book was released on 2014-11-01 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: For many years individuals with disabilities have been less likely to be employed than their working age nondisabled peers. The demographic profile for disability cuts across race, gender, age, and geography. Individuals with disabilities are more likely to be unbanked (30%) and to underutilize tax provisions because of a lack of knowledge about the Earned Income Tax Credit, or due to fear of losing important benefits such as health care. They are almost three times as likely to live in poverty as any other group. The Workforce Investment Act, which became effective on July 1, 2000, has opened doors to unprecedented opportunities for jobseekers with disabilities to receive assistance and intensive services to match abilities and interests with employer needs. The U.S. Department of Labor's Offi ce of Disability Employment Policy (ODEP), also advances opportunities for jobseekers with disabilities by providing national leadership in policy development that works to enhance employment profitability and advance economic self-sufficiency. ODEP accomplishes this through partnering with strategic stakeholders in asset development, developing research and training materials and financial education, and testing best practices through national policy demonstration projects. Th is white paper is an example of ODEP's research into best practices in asset development. New strategies are being pioneered across the country that address both the challenges of advancing employment options for individuals with disabilities and moving forward with options to advance their economic security and self-sufficiency. Collaboration between One-Stop Career Centers, the Disability Program Navigators (DPNs, ) and Asset Building Coalitions are reaching out to low-income workers with disabilities to help them to utilize the Earned Income Tax Credit (EITC), financial education, and other savings and asset building options. DPNs are staff in over 40 states who help job seekers with disabilities navigate the local and state public systems of services to find the help they need to become employed and reach economic self-sufficiency. ETA and the Social Security Administration (SSA) jointly fund, implement, and evaluate this initiative designed to improve the workforce investment system's capacity to service customers with disabilities and employers. During the past three years, through a national campaign being led by the Internal Revenue Service (IRS) and the National Disability Institute (NDI), individuals with disabilities have been encouraged to think about a better economic future that begins with participation in the workforce. The campaign, called "The Real Economic Impact Tour," is raising expectations about the value of work, saving, and asset building. This report focuses on three cities: Detroit, Jacksonville and Milwaukee, and the tie-in between the workforce development system and advancing self-sufficiency for individuals with disabilities. These three diverse cities, in partnership with their local free tax preparation and asset building coalition and the Workforce Development Centers, DPNs, and/or One Stop Career Centers, have partnered to educate and assist people with disabilities to:

Book Employer Perspectives on the Employment of People with Disabilities

Download or read book Employer Perspectives on the Employment of People with Disabilities written by United States United States Department of Labor and published by CreateSpace. This book was released on 2014-11-01 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Department of Labor, Office of Disability Employment Policy (ODEP), conducted the 2008 Survey of Employer Perspectives on the Employment of People with Disabilities. This survey emphasized current attitudes and practices of employers in 12 industry sectors, including some high growth industries as projected by the Bureau of Labor Statistics (BLS). ODEP was also interested in understanding employer perspectives by company size. Previous surveys have documented employer response to the Americans with Disabilities Act and have identified barriers that employers experience or believe they will encounter in recruiting, hiring, retaining, and promoting workers with disabilities. For example, a 2003 telephone survey of 502 randomly selected private sector employers asked about employer views on people with disabilities in the workplace, accommodations, and economic issues (Dixon, 2003). However, there are several findings from this study that needed clarification and explanation. For example, when employers were asked what the greatest barrier to hiring people with disabilities was, 32 percent said the nature of work is such that people with disabilities cannot effectively perform it, while 22 percent answered they didn't know. Another study found that 22 percent of employers identified attitudes and stereotypes as a significant barrier to employment for people with disabilities (Bruyère, 2000). In order to increase employment opportunities for people with disabilities, it is important to know whether these beliefs are more prevalent in certain industries or vary by company size. A literature review also revealed the following weaknesses in the methods utilized in the research about employers (Hernandez, Keys, & Balcazar, 2000; Unger, 2002): Industry sectors. Little data exist to substantiate a comparison of practices between industries. High growth industries. Little research has been conducted on companies in rapidly growing industries. There is a high likelihood that an interest in recruiting employees with disabilities may exist in these industries. Company size. Little research has compared employer perspectives on the employment of people with disabilities based on company size. ODEP concluded that the research on employer perspectives on employing people with disabilities needed a strategic and scientifically based approach that rigorously collects and aggregates data from multiple types of employers. This survey was designed to fill a gap in knowledge about the practices and organizational challenges that employers face in recruiting, retaining, and advancing people with disabilities. There have been surveys conducted on employer attitudes, but there were no nationally representative studies on employer practices and challenges by company size and industry sector. This survey focused on industry segments and company size to ask detailed questions about practices, challenges and strategies. The strength of this survey is its emphasis on comprehensive sampling based on industry sectors, company size, and individuals at the executive level. This new knowledge on employer perspectives on employing people with disabilities will help ODEP formulate targeted strategies and policies for increasing employment opportunities for people with disabilities. While ODEP has conducted focus groups with high level executives, this survey provided detailed and comprehensive data on employer attitudes and practices regarding hiring, recruitment, and retention for the industries involved.
