Book excerpt: The book is concerned with the right of an employee of a Soviet state enterprise to keep his existing job, unless he/she voluntarily quit it to search for another, and with the maintaining of overfull employment in all regional labor markets of the Soviet Union. The author hypothesises that over most other objectives to preserving these conditions favorable for labor. This hypothesis is contrasted with that which explains the low unemployment and low dismissal rate in the Soviet Union simply by the oberheating of the economy, finding a parallel here with capitalist economies in high-boom periods. The novelty of the book is twofold. It is the first examination of the Soviet economy from the theoretic viewpoint described above. Second, it is a full length treatment of labor markets in the Soviet Union and is the first study of such markets since that of Abram Bergson published in the 1940s. Indeed, no similar treatment of labor markets exists for any centrally planned socialist economy.

Unleashing Prosperity examines the microfoundations of the recent growth. The report shows that these countries have enjoyed substantial productivity gains from the reallocation of labor and capital to more productive sectors and firms, from the entry of new firms and the exit of obsolete firms, and from the more efficient use of resources. Unleashing Prosperity also illustrates that policy reforms that promote governance and macroeconomic stability, market competition, infrastructure quality, financial deepening, labor market flexibility, and skill upgrading are important in achieving higher productivity growth. However, significant challenges remain in sustaining productivity growth. The report argues that for the early reformers (most of the 10 new members of the European Union, plus Turkey), policy reforms aimed at improving the ability of firms to innovate and compete in global markets are a main concern. By contrast, for the late reformers (most of Southeastern Europe and the Commonwealth of Independent States), policy reforms aimed at addressing the legacy of transition continue to be a top priority. The Asian USSR constitutes three-fourths of the country's territory, an area exceeding the size of Brazil and Australia combined. Its acquisition was the result of Russian expansion and conquest in the past 499 years. This vast territory is still hinterland to the European USSR, weakly and unevenly integrated into the country's economic and societal mainstream. Moreover, the Asian USSR is hardly unifonn, culturally or otherwise. Its regions play very different roles in the Soviet spatial system and are affected by different policy choices on the national level. On the one hand, there are striking contrasts between Moslem Central Asia and Siberia (including the Far East). On the other hand, the Siberian regions are also assigned different economic and strategic roles according to their resource endovnent, their links to the economic power centers in the European USSR (partly a function of their east-west and north-south positions) and their strategic vulnerability or importance.
