In reality, the university still excludes many people and is a site of racialization that is subtle, complex, and sophisticated. While some studies do point to the persistence of systemic barriers to equity in higher education, in-depth analyses of racism, racialization, and Indigeneity in the academy are more notable for excluding racialized and Indigenous professors. This book is the first comprehensive, data-based study of racialized and Indigenous faculty members’ experiences in Canadian universities. Challenging the myth of equity in higher education, it brings together leading scholars who scrutinize what universities have done and question the effectiveness of their equity programs. They draw on a rich body of survey data, interviews, and analysis of universities’ stated policies to examine the experiences of racialized faculty members across Canada who – despite diversity initiatives in their respective institutions – have yet to see meaningful changes in everyday working conditions. They also make important recommendations as to how universities can address racialization and fulfill the promise of equity in higher education.

Work of the task force included consultations, public hearings, roundtables, private meetings, research, and a symposium to provide information about the wide range of issues relevant to a review of pay equity legislation. The first four chapters review wage inequalities in Canada & within designated groups in the labour market, the Canadian legislative response to wage inequality, the current pay equity model and its limitations, and proactive models & legislation in the public sectors of various provinces. Chapter 5 outlines a model that the task force recommends to replace the current legislation. Subsequent chapters address issues which arise in connection with this proposed model, including the scope of application, the elements of a pay equity plan, employee participation, predominance of certain groups in job classes, evaluating gender-predominant job classes, estimating & correcting wage gaps, allowable exemptions, maintenance of pay equity, enforcement, timelines & transition to new legislation, pay equity and collective bargaining, and the role of oversight agencies. Recommendations made throughout the report are also listed at the end. Appendices include excerpts from relevant legislation.

It takes up the career processes of women from marginalized groups who have been underrepresented historically: women who are the first generation to graduate from university in both Atlantic Canada (New Brunswick) and China and rural women from the eastern most Canadian province (Newfoundland and Labrador). It examines the situation of marginalized Protestant women in Belfast, Northern Ireland, who benefit from a European Union program that supports their political and social involvement in an economically underdeveloped region and previously unimagined in a country once wrought by sectarian violence. A policy analysis of an Atlantic Canadian region after the dominant forestry industry leaves takes up policy options and women’s possible agency should economic support return for small business networks and social enterprise, e.g., credit unions, food and social housing cooperatives. Proactive employment equity programs in Finland’s Applied Science Institute and Switzerland’s Forestry Institute provide cutting edge examples of diversity and inclusion policies in education and academia. A comparative study of Canada and Australia of two leading public service employers illustrates incremental outcomes for women managers and professionals but raises the ultimate question of the pace and necessary political will required to remove barriers to gender equality in countries with major gender inequities. Women and Careers examines a series of institutional contexts transnationally and the impact of policies, programs and economic re-structuring on careers outcomes.
