Book excerpt: This is the final report of the National Commission for Enterprises in the Unorganised Sector, which was set up by the Government of India on 20th September 2004 under the chairmanship of Dr. Arjun K. Sengupta to review the status of unorganized/informal sector in India including the nature of enterprises, their size, spread and scope, and magnitude of employment. This was the first step taken towards fulfilling the commitment of the new UPA government to ensure the welfare and well-being of all workers, particularly those in the unorganised sector, who constitute more than 93% of our workforce (likely to be around 502 million by 2012 as the Commission estimates). During the four and a half year of its existence, the Commission examined in detail all the literature and statistical evidence that exists on this sector, held numerous consultations with different stakeholders, such as government officials and policy makers at the Centre and in the States, trade unions and associations of workers representatives, civil society organisations, academics and experts. This final report on `The Challenge of Employment in India: An Informal Economy Perspective` is now presented as an overarching report based on all the earlier work of the Commission, to provide a perspective and strategy for expanding employment in India. The report takes an aggregative perspective of what the Commission calls the central problem of the challenge of employment namely, deficit in its quantity and quality. The comprehensive report also examines the issue of labour market reforms in India. The most important conclusion that follows from the findings of the Commission is that all efforts to improve the quantity and quality of employment in the unorganised sector would require a new approach to economic planning in India. The report offers numerous suggestions and concrete recommendations towards attaining the objective of `maximizing employment` and ensuring inclusive growth.

In India the service seekers are rapidly moving towards a gig economy for reasons such as - (i) Cost-cutting (ii) Skilled workforce (iii) No middleman (iv) Flexibility of timing, work space and amount of service. (v) Time saving. etc. India has a great potential for going towards Gig economy due to the tendency of expanding supply of freelancer service providers with lower-skilled labour.In this context the reverse migration of labour force can be a boon in disguise. Small cities, towns and even in villages too the promotion and practice of freelance service providers can be instrumental in creating local level job opportunities for surplus local workforce (migrated labour). (2) Another important area may be the Rural Roads, Rural Houses, Toilets, Rain Water harvesting reservoirs, Solar Energy System Installation, Warehouse building etc. constructions where large number of labourers can be absorbed by curtailing the gestation period of such ongoing and upcoming projects. (3) Import substituting small production units like Toys,Electrical small and basic items like bulbs, switches,plugs and sockets, wires of household uses, home decor small materials etc. can be produced at local levels by absorbing local workforce. Now it is important to see that how India can establish a novel, viable and productive balance between all the above possible alternatives and reverse migration of labourers. The basic objective of this Webinar is to have a fruitful discussion and discourse over the different aspects and instruments of employment creation for migrant labourers through different means and reach a policy oriented useful conclusion.

Book excerpt: The world faces a challenge of creating 600 million jobs over the next decade The world enters the year 2012 facing a serious jobs challenge and widespread decent work deficits. After three years of continuous crisis conditions in global labour markets and against the prospect of a further deterioration of economic activity, there is a backlog of global un-employment of 200 million - an increase of 27 million since the start of the crisis. In addition, more than 400 million new jobs will be needed over the next decade to avoid a further increase in unemployment. Hence, to generate sustainable growth while maintaining social cohesion, the world must rise to the urgent challenge of creating 600 million productive jobs over the next decade, which would still leave 900 million workers living with their families below the US$2 a day poverty line, largely in developing countries. Global labour markets show little improvement. Against these labour market challenges, the outlook for global job creation has been worsening. The baseline projection shows no change in the global unemployment rate between now and 2016, remaining at 6 per cent of the global labour force. This would lead to an additional 3 million unemployed around the world in 2012, or a total of 200 million, rising to 206 million by 2016. If downside risks materialize and global growth falls to below 2 per cent in 2012, global unemployment would rise more rapidly to more than 204 million in 2012, at least 4 million more than under the baseline scenario, with a further increase to 209 million in 2013, 6 million more than under the baseline scenario. Alternatively, under a more benign scenario - which assumes a quick resolution of the euro debt crisis - global unemployment would be around 1 million lower than under the baseline scenario in 2012, and 1.7 million lower in 2013. This would still not be sufficient to significantly alter the trajectory of the global unemployment rate, which is projected to remain stuck at around 6 per cent.

We all have the opportunity to contribute to developing new frame­works that advance progress.
