Book excerpt: The European Advisory Committee on Statistical Information in the Economic and Social Spheres (CEIES) was created in 1992 with the explicit task of assisting the European Council and the Commission (i.e. Eurostat) in the coordination of the objectives of the EU statistical information policy, taking into account user requirements and the costs borne by the information producers. The CEIES is comparable to the statistical councils existing at the national level in that the majority of the members are 'independent' and appointed from among leading representatives of the various economic and social categories and scientific circles. ... This publication brings together the papers presented at the seminar, the proceedings of the discussions and the conclusions drawn by the chairman of the Subcommittee on social statistics, which organized the seminar.

Welfens Because inflation seems moribund in OECD countries, stubborn unemployment became the top policy priority of the 1990s. Unemployment has increased in many countries, reaching critical levels for unskilled and young workers in most continental EU countries. Europe's employment performance has continued to lag that in North America. The U. S. in particular achieved a remarkable combination of low inflation and full employment in the late 1990s, at a time when the EU suf fered from record unemployment rates, even if inflation was remarkably low. Since the 1980s, the consensus view among economists is that structural unem ployment plays a much more important role than cyc1ical unemployment in Europe, but that labour costs (wage costs plus nonwage costs) are also part of Europe's labour market problem. Most EU countries rely on a pay-as-you-go pub lic pension system. Contribution rates gradually increased in the 1980s and 1990s, when the share of young workers in overall employment was dec1ining and life expectancy increasing. Rising nonwage costs from the pension system are but one important feature of labour markets in Europe. Given the remarkable dynamics of labour markets, new entry into the labour force, labour turnover, and changes in employment characteristics, one has to also search for other factors behind sus tained unemployment. Book excerpt: European integration has come a long way since the fIrst steps in the aftermath of the Second World War. At that time, the neutral European countries chose to stay outside the European Economic Community. Those countries that wanted less ambitious cooperation formed the European Free Trade Association. Increasing trade dependence between the two groupings was institutionalised when they signed free-trade agreements with each other, creating thus a wider European free-trade area in manufactures. The strong push towards deepening integration among EC countries, manifested in the Single European Act in 1985, and the dismantling of non-tariff barriers to trade and factor flows in the EC by 1993, made it necessary for EFTA countries to secure access on equal conditions to their most important export market and thus prevent trade diversion. The ensuing agreement on the European Economic Area responded to these demands, but did not resolve the apparent asymmetry in EEA decision-making. This emanated from the supremacy ofEC legislation over EEA rules, thus making EFTA countries passively adjust to EC norms. Consequently, Finland applied for membership in the EC in March 1992, with effect from 1995. The latest phase in the integration process, the Treaty on European Union, has an aim to further deepening, e. g. the formation of the economic and monetary union by 1999.
