Book excerpt: When we look back over the 20th century and try to understand what's happened to workers and their families and the challenges they now face, the movement of women out of the home and into paid employment stands out as a unique and powerful transformation. At one level, everything has changed. And yet so much more change is needed. Even though we were all witness to the shift of women becoming equal or primary breadwinners over many years, these changes seem somehow to have snuck up on us. As a result, our policy landscape remains stuck in an idealized past, where the typical family was composed of a married-for-life couple with a full-time breadwinner and full-time homemaker who raised the children herself. This report contemplates what a new America should look like after we finally embrace this important new dynamic in our lives and the changes in our homes and businesses it has caused. It examines every institution, including: Health Care--Health care and child care must be overhauled to accommodate the 24 hour work day. Education--With more women acting as equal or primary breadwinners in the family, it is critical that there are resources to provide better and up to date education for all ages. Business--Research shows that corporations with more women in the board room are more successful than those with all male boards. With that in mind, the report puts forth many recommendations to allow businesses to get the best out of all employees by thinking outside the box of old fashioned models in scheduling, benefits, and role playing. Media--The disconnect between how women are portrayed in the media and reality is as present as ever; although women are now portrayed as thin, well dressed, successful stars in their careers and home lives, the reality is that women still struggle to have it all. The report highlights the many disparities that still exist and calls for specific changes. Faith--Many religious institutions have resisted the integration of women into the higher ranks of spirituality, and many feel that it is to the religious community's detriment. Marriage--the dynamics of marriage have changed as gender roles have become less clear and there is more flexibility in the division of responsibilities. Yet no one is sure what the rules are any more. This section, which includes candid essays from men about fatherhood and masculinity, addresses the tricky balancing act that many couples are engaged in. The report will be the cornerstone of the 2009 Women's Conference held in California October 26-27th of 2009. The Women's Conference is the nation's premier forum for women and is hosted by California First Lady Maria Shriver and Governor Arnold Schwarzenegger. The Conference, also known as The California Governor and First Lady's Conference on Women, has grown from a California initiative for working professionals into an international network of women from all walks of life, backgrounds and perspectives, and a life-changing experience for the thousands of women who have attended. The mission of The Women's Conference is to inspire, empower and educate women to be Architects of Change in their own lives and in the lives of others.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Working and Poor examines every facet of the economic well-being of less-skilled workers, from employment and earnings opportunities to consumption behavior and social assistance policies. Rebecca Blank and Heidi Schierholz document the different trends in work and wages among less-skilled women and men. Between 1979 and 2003, labor force participation rose rapidly for these women, along with more modest increases in wages, while among the men both employment and wages fell. David Card and John DiNardo review the evidence on how technological changes have affected less-skilled workers and conclude that the effect has been smaller than many observers claim. According to the European Commission’s definition, disadvantaged workers include categories of workers with difficulties entering the labour market without assistance and hence, requiring the application of public measures aimed at improving their employment opportunities. In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.

The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.
