Book excerpt: Economic growth slowed sharply last year in Europe and Central Asia, as Russia's invasion of Ukraine, a surge in inflation, and the sharp tightening of monetary policy and financing conditions hit private consumption, investment, and trade. The marked increase in food and energy prices boosted inflation to a pace not seen in 20 years. The burden of inflation was spread unevenly across households. The poorest households faced inflation that was more than 2 percentage points higher than the inflation faced by the richest households, with this difference exceeding 5 percentage points in some countries. Poverty and inequality rates derived from household-specific inflation rates differ from those based on the standard consumer price index (CPI) approach. These differences have important policy implications, because many programs use CPI†“based inflation adjustments, which do not accurately capture changes in the cost of living of targeted populations. Output growth in the region is projected to remain little changed in 2023 but better than projected in January 2023, largely reflecting upgrades to the pace of expansion in Poland, Russia, and Türkiye.

Romania's former Prime Minister, Petre Roman, emphasizes the significance of NATO's eastward expansion as a crucial geopolitical process. He highlights how this expansion allowed countries to prepare for potential Russian aggression while pursuing the path of successful democracy. Romania, having emerged from the oppressive communist regime of Ceausescu, eagerly sought NATO membership, and officially joined in 2004. Geographically positioned at the heart of NATO's objectives, Romania plays a central role in the defensive complex within the "post-Soviet space." With Poland guarding the Baltic Sea, Romania stands as a pivotal defender of the Black Sea region, where historical Russian imperial ambitions persist. Moreover, Romania's commitment to NATO is demonstrated through its active participation in Western missions and its role in safeguarding vital corridors, such as the precious grain corridor. This article sheds light on Romania's strong pro-Atlantic and pro-American sentiment, positioning the country as a model ally within the alliance. Professor Richard Higgot and Professor Simon Reich critically examine the prevailing narratives surrounding the structure of the world order, ranging from bi-polarity and multi-polarity to predictions of the end of globalization or a "Cold War v. 2.0." They caution against the tendency of pundits to assert rather than reason these explanations, often seeking fleeting moments of fame. Instead, their paper takes a more modest approach, eschewing grand statements about world order and emphasizing the inherent uncertainty of the future. Their paper offers valuable insights into the nuanced dynamics of a fuzzy bifurcation, emphasizing that the behavior of different actors is influenced by a more fluid and less predictable global landscape. By exploring the implications for NATO, Higgot and Reich contribute to a deeper understanding of the challenges and opportunities that arise in an increasingly complex international environment. Professor Roger E. Kanet undertakes a comprehensive examination of Vladimir Putin's commitment to rebuilding "Greater Russia" and its implications, particularly in the context of the invasion of Ukraine. Putin's vision revolves around re-establishing the former Soviet Union and extending Russian dominance beyond its borders, driven by a belief in the historical and cultural ties between Russians and Ukrainians. Professor Kanet argues that despite other influencing factors, the re-establishment of Moscow's influence and control over as much post-Soviet territory as possible, essentially recreating "Greater Russia," is of utmost importance. While NATO expansion may have been a contributing issue, the author contends that the dominance of Ukraine is a primary objective. Moreover, the successful domination of Ukraine could pave the way for future expansion into other former Soviet areas, such as the Baltics. Professor Ryszard Zieba adopts an offensive realist perspective to examine the implications of NATO's post-Cold War enlargement. The article highlights that these implications unfold on multiple levels, encompassing various aspects of the international landscape. Through this lens, Professor Ryszard Zieba's article offers a comprehensive analysis of the implications of NATO's post-Cold War enlargement. By examining these implications on multiple levels, the article sheds light on the intricate dynamics and challenges that arise in the evolving international landscape. The insights presented contribute to a deeper understanding of the complex interactions between NATO, Russia, and other global actors, urging careful consideration of the consequences of NATO's expansion and its ongoing policy choices. Book excerpt: The Emergence of a Hero is dedicated to the history of Russian emotional culture of the late eighteenth and early nineteenth centuries - the epoch when the court Masonic lodges and literature were competing for the monopoly on the 'symbolic images of feeling' that an educated and Europeanised Russian was supposed to interiorize and reproduce. The case study in the centre of the study is the story of the life and death of Andrei Turgenev (1781-1803), the author of a confessional diary, a gifted poet, and an early Russian Romantic who failed to live up to the principles and models he cherished. Brought up on the patterns of emotions he found in works of Rousseau, Sterne, and the authors of Sturm and Drang, he soon found them too narrow for his individuality, and navigated towards a more mature nineteenth century Romanticism, but was not able to make this transition. Turgenev experimented not so much in his literary work as in his life. The reconstruction of this convoluted and enigmatic case is based on archival research and innovative analysis of individual emotional experience.

International sports reside between a “realist” world of power and profit while simultaneously becoming an instrument of liberal internationalism that sees the advancement of individual values of rights, gender equality, and empowerment of often marginalized groups such as indigenous peoples, traumatized war victims, and those with disabilities. Sports in International Politics explores the complex linkages among power politics in the international arena, the profit-seeking, often elitist and at-times corrupt world of professional international sports, and the promise for harnessing sports to promote human rights, inclusive development, and sustainable peace in a violent world. Timothy D. Sisk shows that sport’s direct relationship to peace is found in sport- and play-related contributions to humanitarian action, expanding the right to access sport and the rights of athletes of all ages and abilities, and in the well-designed employment of sports in youth-based development and peacebuilding programs and projects. Sport’s contribution to peace is found from the bottom up through sport’s contribution to positive youth development, empathy, and fairness, and through engendering trust and social cohesion at community and national levels.

In contrast, some other dragonfly species have benefitted greatly from human transformation of the landscape, with artificial ponds in particular, increasing the population levels of many species. In turn, climate change is seeing many geographical range shifts. This book brings together critical perspectives on life-writing in the history of archaeology from leading figures in the field. The word cosmopolitan was first used as a way of evading exactly this question, when Diogenes the Cynic declared himself a “kosmo-polites,” or citizen of the world. Cosmopolitanism displays two impulses—on the one hand, a detachment from one’s place of origin, while on the other, an assertion of membership in some larger, more compelling collective. Cosmopolitanisms works from the premise that there is more than one kind of cosmopolitanism, a plurality that insists cosmopolitanism can no longer stand as a single ideal against which all smaller loyalties and forms of belonging are judged. Rather, cosmopolitanism can be defined as one of many possible modes of life, thought, and sensibility that are produced when commitments and loyalties are multiple and overlapping. Featuring essays by major thinkers, including Homi Bhabha, Jean Bethke Elshtain, Thomas Bender, Leela Gandhi, Ato Quayson, and David Hollinger, among others, this collection asks what these plural cosmopolitanisms have in common, and how the cosmopolitanisms of the underprivileged might serve the ethical values and political causes that matter to their members. In addition to exploring the philosophy of Kant and the space of the city, this volume focuses on global justice, which asks what cosmopolitanism is good for, and on the global south, which has often been assumed to be an object of cosmopolitan scrutiny, not itself a source or origin of cosmopolitanism.
