Book excerpt: Water management challenges in many basins of Sub-Saharan Africa are increasing due to rapid urbanisation, poverty and food insecurity, energy demands, and climate change. These challenges put additional demands on existing water institutions, and their capacity to reconcile competing claims. In addition to supply augmentation measures, solving water competition and conflict requires crafting new governance arrangements that can ensure equitable and sustainable use of the limited water resources. This book discusses how instead of harmony, state intervention in the water sector appears to generate dissonance at the interface with locally evolved water institutions. The book describes and analyses how local level innovation in institutional arrangements for water sharing often emerged around the creation of hydraulic property and/or is negotiated to secure more water flow for downstream users. Unlike most research on collective action in which water asymmetry, inequality and heterogeneity are seen as risks to collective action, the book discusses how they instead dynamically interact and give rise to interdependencies between water users which facilitate coordination and collective action. The book describes in detail cooperative arrangements as well as conflicts between large- and small-scale irrigation farmers, as well as between irrigation farmers and cities in an African context. The book makes a novel contribution to existing theories and concepts related to catchment water management. It expands the typology of basin actors’ responses by explicitly introducing a meso layer which depicts the interface where state-led and local-level initiatives and responses are played out. The book also provides conceptual clarity on the dynamics between water asymmetry, inequality in access to land, and heterogeneity sustaining collective action over common pool resources. It further shows that not all the eight institutional design principles proposed by Ostrom (1993) are necessary for a water institution to be effective and to endure over time.

Book excerpt: Based on a case study in Ethiopia, this paper shows that while farmers understand the social nature of community-managed irrigation, they share a narrow understanding of pump irrigation with policymakers as being primarily ‘technical’. They perceive pumps as liberating them from the ‘social’ limitations of traditional communal irrigation. However, the rapid expansion of pump irrigation is leading to increasing competition and conflict over limited water resources. We analyze the wider implications for Africa of this lack of visibility of the social dimension of pump irrigation, and offer suggestions for future policy and applied research to address the problem before it becomes a widespread crisis.

Policy simulations based on the modeling framework can serve as a guide for water resource managers and policymakers in designing appropriate water policies and establishing reform priorities for water resource allocation. Alternative analyses undertaken for the Maipo basin-a mature water economy with limited resources and competition for water across all water-using sectors-offer new insights into the changing relationships between irrigation system and basin-level water use efficiencies. They also show how these changing relationships affect farm incomes and environmental impacts. Simulations also provide new results on the role that the trading of water use rights can play in maintaining farm production levels, enhancing farmer incomes, and increasing water use efficiencies.

Book excerpt: Since the end of the Cold War, the study of intercultural relations has become one of the most popular topics in the field of global politics and economics. This book presents a methodological framework for the analysis of intercultural issues frequently misinterpreted by existing theories. The book uses a challenge-and-response theory of cultural development to examine the relationship between different natural disasters and threats and the developments of ancient civilizations. The spatial interaction of ancient civilizations is assessed and some theoretical patterns of intercultural influences are presented with a focus on the Chinese, Egyptian, Indus, and Mesopotamian civilizations. Using the development of China as a case study, and on the basis of a simplified spatial model, the optimal spatial structure and size of culture areas are mathematically solved, and the political economy implications to the interactions between cultures differing in size are illustrated. The book also examines various aspects of intercultural economic influences, such as those of culture on international trade. The empirical results suggest that high-income trade partners are less sensitive than low-income trade partners to the measures of cultural dissimilarity which block international trade. The existing literature relating to the determinants of economic growth treats explanatory variables such as income inequality and cultural diversity separately. This book investigates whether there are any conditions under which income inequality and cultural diversity could encourage economic growth and provides evidence from a broad panel of nations, which reveals that economic growth is quite independent from the variables of inequality and cultural (linguistic and religious) diversity. Finally, this book provides suggestions for how cultural influences can benefit developing economies both large and small.
